SUBJECT: Public Comments on Proposed Rulemaking

The purpose of this letter is to request that your school district or open-enrollment charter school publish on its website links to TEA's web pages that house proposed rules of the commissioner of education, State Board of Education (SBOE), and State Board for Educator Certification (SBEC).

By publishing these links, your school district or open-enrollment charter school can encourage boards of trustees/governing boards, administrators, teachers, and parents to participate in the process for adopting rules that affect public education in Texas. It will also assist in complying with the requirements of Texas Education Code (TEC), §39.001, which requires the commissioner of education to solicit input from stakeholders who may be affected by proposed rules adopted under TEC, Chapter 39, Public School System Accountability.

Adding the links to your website by May 16, 2018, before the May 18, 2018 start of the public comment period on the adoption of TEA's 2018 Accountability Manual would greatly enhance stakeholder input for these proposed rules.

As part of this outreach effort, TEA has developed new electronic forms to help stakeholders submit public comments on proposed rules. A form for commenting on proposed commissioner of education and SBOE rules and a separate form for commenting on proposed SBEC rules are available on the web pages listed above.

TEA has also provided a Frequently Asked Questions (FAQ) page to answer questions you may have on the public comment process for proposed rulemaking.
