Proposed Amendment to 19 TAC Chapter 97, Planning and Accountability, Subchapter AA, Accountability and Performance Monitoring, §97.1001, Accountability Rating System
Summary: The proposed amendment would adopt in rule applicable excerpts of the 2027 Accountability Manual, which include provisions to implement House Bill 6, 89th Texas Legislature, Regular Session, 2025. Earlier versions of the manuals will remain in effect with respect to the school years for which they were developed.

Proposed Revisions to 19 TAC Chapter 89, Adaptations for Special Populations, Subchapter AA, Commissioner's Rules Concerning Special Education Services, Division 2, Clarification of Provisions in Federal Regulations and State Law, and Division 4, Special Education Funding
Summary: The proposed revisions would implement House Bill 2 and Senate Bill 568, 89th Texas Legislature, Regular Session, 2025, by updating statutory cross references, aligning provisions related to graduation requirements for students receiving special education services and regional day school programs for the deaf, and adding a new section on the noneducational community-based support services grant program.

Summary: The proposed repeal would remove the rule because its authority, Texas Education Code, §39.407 and §39.416, was repealed by Senate Bill 1376, 86th Texas Legislature, Regular Session, 2019.

Proposed Amendment to 19 TAC Chapter 102, Educational Programs, Subchapter AA, Commissioner's Rules Concerning Early Childhood Education Programs, §102.1003, High-Quality Prekindergarten Program
Summary: The proposed amendment would add to the eligibility criteria for public prekindergarten and update requirements for teachers of prekindergarten classes provided by an entity with which a school district contracts to provide prekindergarten as required by House Bill 2, 89th Texas Legislature, Regular Session, 2025. The proposal would also make technical edits for clarification and to update the rule to align with updated prekindergarten guidelines and current best practices.

Summary: The proposed amendment would replace the term "self-contained classroom" with "special education classroom" and clarify the definitions for classroom settings in accordance with House Bill (HB) 2, 89th Texas Legislature, Regular Session, 2025.
