All proposed new rules, proposed amendments to existing rules, and proposed repeals approved by the State Board for Educator Certification (SBEC) and filed with the Texas Register are available here. The rule text on this page reflects what was approved as proposed by the SBEC. Rule actions will remain on this page until approved as adopted by the SBEC, subject to State Board of Education review.

PROPOSED RULES WITH OPEN PUBLIC COMMENT PERIODS

Proposed Revisions to 19 TAC Chapter 227, Provisions for Educator Preparation Candidates, Subchapter A, Admission to Educator Preparation Programs
Summary: The proposal would update current requirements for candidate admission into educator preparation programs (EPPs) to implement House Bill (HB) 2, 89th Texas Legislature, Regular Session, 2025. The updates would also align with proposed revisions to 19 TAC Chapter 228, Requirements for Educator Preparation Programs, and 19 TAC Chapter 230, Professional Educator Preparation and Certification.
Resumen en Español: La propuesta actualizaría los requisitos actuales respecto a la admisión de candidatos a programas de preparación para educadores (EPP) con el fin de implementar el Proyecto de Ley 2 de la Cámara de Representantes (HB 2) [89.° Legislatura de Texas, sesión ordinaria, 2025]. Las actualizaciones también se armonizarían con las reformas propuestas al capítulo 228 (“Requisitos de los programas de preparación para educadores”) del título 19 del TAC (Código Administrativo de Texas) y al capítulo 230 (“Preparación y certificación de educadores profesionales”) del título 19 del TAC.

Summary: The rules in Chapter 228 provide requirements and definitions as applicable to support EPPs and candidates in the successful implementation of these rules. The proposed revisions would implement House Bill (HB) 2, 89th Texas Legislature, Regular Session, 2025.

Summary: The proposed amendments would update current rule language to implement provisions from House Bill (HB) 2 and HB 1178, 89th Texas Legislature, Regular Session, 2025, and include proposed edits previously discussed by the SBEC.
