SPPI 3: Measurement
State Performance Plan Indicator (SPPI) 3 measures participation and performance of children with individualized education programs (IEPs) on statewide assessments:
- Participation rate for children with IEPs
- Proficiency rate for children with IEPs against grade level academic achievement standards
- Proficiency rate for children with IEPs against alternate academic achievement standards
- Gap in proficiency rates for children with IEPs and all students against grade level academic achievement standards
SPPI 3: Calculation
SPPI 3 measures the participation and performance rates for children with IEPs on the State of Texas Assessment of Academic Readiness (STAAR) program. The measure calculates separately for grades 4, 8, and end-of-course reading and math assessments.
SPPI 3: Data Source
The data source for SPPI 3 is the same data as used for reporting to the U.S. Department of Education (USDE) under Title I of the Every Student Succeeds Act (ESSA). SPPI 3A is reported using EDFacts file specifications C185 and C188. SPPI 3B, 3C, and 3D are reported using EDFacts file specifications C175 and C178.
