English Learner Program Implementation Resources

The TEA English Learner Support Division is continuously developing program implementation resources for Local Education Agencies (LEAs) to utilize in providing effective bilingual education and English as a second language (ESL) programs for English Learners that meet and exceed state requirements. 

Commissioner's Initiative - Dual Language Immersion Programs and Sheltered Instruction in ESL Programs

A Commissioner's Initiative on Dual Language Immersion (DLI) Programs and Sheltered Instruction within ESL Programs initiated the development of reviews of literature on bilingual and ESL programs, which informed creation of program implementation rubrics and associated tools for DLI and ESL programs. After conducing a pilot project with voluntary LEAs across Texas during the 2018-2019 school year, the TEA English Learner Support Division has revised these tools and is in continued development of related resources, including program implementation rubrics and tools for Transitional Bilingual Education (TBE) programs. These self-evaluation rubrics and resources are optional tools for LEAs to use for internal purposes.

Getting Started: Using Program Implementation Rubrics and Resources

Start here! A NEW Getting Started Guide has been developed to provide a comprehensive view of how to utilize the program implementation rubrics, scoring tools, and NEW stakeholder checklists for a cohesive and systematic program evaluation.
