The Texas Education Agency (TEA) seeks stakeholder feedback on the local classroom review rubrics and parent request processes. 

Background

The Local Classroom Review process establishes a local school system’s instructional materials review process under House Bill (HB) 1605, 88th Regular Session, Texas Education Code (TEC), §31.0252.

Local Classroom Reviews will evaluate the degree to which instructional materials in classrooms correspond with the instructional materials adopted by the school district or district campus. Additionally, this process ensures the instructional materials meet the level of rigor outlined in the Texas Essential Knowledge and Skills (TEKS) adopted for the grade level in which it is being used, per TEC §28.002.

Local reviews of classroom instructional materials are aligned to the Instructional Materials Review and Approval (IMRA) rubric development schedule and review cycles. As such, local classroom reviews for the 2025–26 school year could take place in classrooms that teach K–3 English Language Arts and Reading (ELAR) Foundational Literacy Skills and Reading Comprehension, 4–8 ELAR Reading Comprehension, and K–12 Mathematics.

Local Classroom Review Process

Parents can request a local classroom review according to statute. Currently, the processes that will support the parent request for a local classroom review are under review by the State Board of Education (SBOE) and are awaiting approval for the 2025–26 school year.

Local Classroom Review Rubrics

Rubrics for local classroom reviews must be approved by the SBOE. Prior to SBOE approval, the rubrics are available for public review and feedback. The public is encouraged to provide feedback by attending a stakeholder engagement session or by completing online feedback forms.

Stakeholder Engagement Sessions

Stakeholder engagement sessions are a designated time via Zoom to provide feedback on local classroom review draft rubrics and processes.
