English Learner Program Implementation Resources

The TEA English Learner Support Division is continuously developing program implementation resources for Local Education Agencies (LEAs) to utilize in providing effective bilingual education and English as a second language (ESL) programs for English Learners that meet and exceed state requirements. 

Commissioner's Initiative - Dual Language Immersion Programs and Sheltered Instruction in ESL Programs

Based on a Commissioner's Initiative, the English Learner Support Division conducted a pilot project with voluntary LEAs across Texas to enhance Dual Language Immersion Programs and Sheltered Instruction within ESL Programs during the 2018-2019 school year. The self-evaluation tools and resources used within the pilot project (listed below) have been made available to all LEAs in draft form for the duration of the 2018-2019 school year. After completion of the pilot project, the finalized resources will be updated for the 2019-2020 school year for full implementation in all LEAs as desired. These are voluntary, optional tools for LEAs to use for internal purposes. In the 2019-2020 school year, the English Learner Support Division will also provide additional resources that align with the categories of implementation as described within the implementation rubrics. Furthermore, implementation rubrics and associated resources for Transitional Bilingual Programs will also be provided in the 2019-2020 school year.

The DLI Program Model Implementation Rubric provides LEAs with a tool for self-evaluation of their DLI program effectiveness. This rubric and associated DLI Program Scoring Tool are intended for internal use for determining next steps for development and improvement of DLI programs at the campus and district level.

 

Sheltered Instruction in English as a Second Language (ESL) Program Implementation Resources

The ESL Program Model Implementation Rubric provides LEAs with a tool for self-evaluation of their ESL program effectiveness. This rubric and associated ESL Program Scoring Tool are intended for internal use for determining next steps for development and improvement of ESL programs at the campus and district level.
