High Cost Funds  

New! As of July 1, 2021, TEA has determined High Cost Fund Final Prorated Award Amounts for all LEAs with completed HCF applications. The LEA’s final award amount (if applicable) may be viewed on the Cover Sheet within the HCF application. Reimbursements are being processed by the Grants Administration Division and payment will be made to LEAs through direct deposit.

The 2021-2022 High Cost Funds application in the TEAL APEX application will open on March 1, 2022 and close on May 2, 2022.

The qualifying cost amount for the 2021-2022 school year is $32,490.

High Cost Funds (HCF) help offset the financial impact on Local Education Agencies (LEAs) that provide educational services to high-need children with disabilities. High-need children with disabilities receive educational services which exceed three times the average per pupil expenditure (APPE). HCF cover only costs identified in the child's Individualized Education Program (IEP) and associated with providing direct special education and related services.

To request HCF, an LEA must submit a High Cost Fund application through the Texas Education Agency Login (TEAL) APEX application.
