High Cost Funds

If your LEA needs to return all or a portion of 2019-2020 High Cost Fund awards, please refer to the Process for Returning a High Cost Fund Award to TEA.
High Cost Funds (HCF) help offset the financial impact on Local Education Agencies (LEAs) that provide educational services to high-need children with disabilities. High-need children with disabilities receive educational services which exceed three times the average per pupil expenditure (APPE). HCF cover only costs identified in the child's Individualized Education Program (IEP) and associated with providing direct special education and related services.
To request HCF, an LEA must submit a Nonpublic/High Cost Fund Eligibility Application through the Texas Education Agency Login (TEAL).
