Foster Care & Student Success - Texas School Foster Care Liaisons
Each school district and open-enrollment charter school in Texas is required to appoint at least one employee to act as a foster care liaison officer (see contact information below).
Designated District Liaison
The liaison facilitates the enrollment in or transfer to a public or open-enrollment charter school of any child in the district or area served by the charter school who is in the conservatorship of the state (TEC § 33.904).
The 83rd Texas Legislative session added open-enrollment charter schools to an existing law that required districts to designate foster care liaisons. Additionally, both districts and charter schools must submit their foster care liaison’s name and contact information to TEA (see below).
Appoint a Liaison
Beginning with the 2014-15 school year local education agencies (LEA) must submit foster care liaison contact information to TEA through the Texas Education Directory, AskTED.
- Districts must submit their liaison information to TEA through the district’s AskTED administrator.
- Charter schools must submit their foster care liaison to the Charter School Division at TEA directly via (512) 463-9575 or CharterSchools@tea.texas.gov. Include your liaison’s name, email address, and phone and fax numbers. This information will be added to the AskTED directory.
- Once the foster care liaison is submitted to TEA, complete the Foster Care Liaison Introductory Survey (outside source). You can also subscribe to TEA for updates by entering your email address.
- Make sure to contact your district's AskTED administer or TEA's Charter School Division immediately if there are any changes.
All foster care liaisons submitted previously to TEA through the firstname.lastname@example.org email inbox are included in the AskTED system and there is no need to re-submit your foster care liaison information to the agency. If your district's or open enrollment charter school's designated liaison is not listed in AskTED, contact your administration immediately.
A note to stakeholders and others who have helped increase awareness about the liaison requirement
Thank you for joining with TEA to increase awareness about the need for every district and open-enrollment charter school to appoint a foster care liaison. If you are aware of a district that does not have a foster care liaison appointed, please encourage them to appoint a liaison.
