The Texas Education Agency (TEA) is committed to ensuring that all Texas local educational agencies (LEAs) provide eligible students with high-quality special education services. 

Child Find (SPPI 11 & SPPI 12) Data Collection

The Texas Student Data System (TSDS) opened for the 2024–2025 school year on August 5, 2024, for LEAs to load data for state performance plan indicator 11 (SPPI 11A – Timely Initial Evaluation; SPPI 11B – Eligibility Determination) and SPPI 12 (Early Childhood Transition) to the LEA’s Individual Operational Data Stores (IODS) for children with an eligibility determination date from July 1, 2024, to June 30, 2025.

The TEA encourages LEAs to promote data in September to ensure that all information systems function properly and that any policy questions can be addressed.

Key Dates: Child Find Submission

  • TSDS ready for users to load data to IODS: August 5, 2024
  • TSDS Child Find ready for users to promote data: September 16, 2024
  • TSDS Child Find ready for users to complete: May 19, 2025
  • TSDS Child Find submission due date for LEAs: July 31, 2025
  • TSDS Child Find data available to customers: August 14, 2025

LEA Special Education Program Responsibilities

LEA program staff should coordinate with their data steward to ensure the requirements are met:

  • Submitting current, complete and accurate Child Find data to the TSDS
  • Validating data per business rules and validations
  • Correcting all errors during the data validation process in a timely manner
  • Delivering “fatal-free” corrected Child Find data on or before the deadline set by TEA

Data Changes and Requirements

SPPI 14 Data Collection

The Texas Student Data System (TSDS) State Performance Plan Indicator (SPPI) 14 (Post-school Outcomes) collection opened on August 5, 2024. This collection gathers contact information for students with disabilities who exited a LEA in the 2023-24 school year. SPPI 14 fulfills the federal public reporting requirement on post-school outcomes for the State Performance Plan and Annual Performance Report (SPP/APR), per 20 U.S.C. 1416(a)(3)(B).

Key Dates: SPPI 14 Data Collection

  • TSDS ready for users to load data to IODS: August 5, 2024
  • TSDS SPPI 14 ready for users to promote data: September 16, 2024
  • TSDS SPPI 14 ready for users to complete: October 28, 2024
  • TSDS SPPI 14 submission deadline: February 20, 2025
  • TSDS SPPI 14 data available to customers: March 6, 2025

Inclusion Criteria for Students in the SPPI 14 Data Submission

The SPPI-14 data submission must include students with disabilities who had an individual education program (IEP) and meet the following criteria: 

2023-24 School Year

  1. Were enrolled in grades 9-12 during the 2023-24 school year 
  2. Had an IEP and received special education during the 2023-24 school year 
  3. Reported in the Public Education Information Management System (PEIMS) Fall or Summer data submission for the 2023-24 school year 

2024-25 School Year

  1. Exited the LEA for the 2024-25 school year
  2. Had a leaver record (ExitWithdrawType E1001) as defined by one of the following leaver codes (ExitWithdrawType C162) reported in the 2024-25 PEIMS Fall data submission (see SPPI 14 Requirements):
  • 01 (Graduated)
  • 90 (Graduated from another state under provisions of the Interstate Compact on Educational Opportunity for Military Children)
  • 24 (Withdrew to enter college)
  • 88 (Court-Ordered to a High School Equivalency Program)
  • 98 (Other)
  1. Are not enrolled at an LEA during the 2024-25 school year
