The new Texas Student Data System (TSDS) Child Find (CF) collection consists of State Performance Plan Indicators 11 (SPPI-11: Timely Initial Evaluation) and 12 (SPPI-12: Early Childhood Transition). In previous years, the deadline for local educational agencies (LEAs) to submit data for both SPPI-11 and SPPI-12 using the SPP application in the Texas Education Agency Login (TEAL) was August 13th. However, for the school year (SY) 2021–2022, the new deadline for LEAs to submit student level data for the TSDS Child Find collection (SPPI-11 and SPPI-12) is July 28, 2022, at 11:59 PM.

TSDS Child Find Data Collection

The SY 2021–2022 data collection period is the range of calendar dates from July 1, 2021, to June 30, 2022, for which student level data for SPPI-11 and SPPI-12 are collected for children with a special education eligibility determination date value (see E1716 SPED-ELIGIBILITY-DETERMINATION-DATE).

  • Collection Dates: July 1, 2021–June 30, 2022 (for all children with a SPED-ELIGIBILITY-DETERMINATION-DATE E1716 between the collection date range)

Data should be collected for both enrolled students and non-enrolled children who have been determined both eligible for special education and not eligible for special education. A Unique ID is required to submit data for each child to the TSDS Child Find collection. LEAs will indicate if the child was determined eligible or not for special education by entering a value for the SPED-ELIGIBILITY-DETERMINATION-CODE (E1717). 

TSDS Child Find Data Submission

The SY 2021–2022 Child Find data submission is due for all LEAs on July 28, 2022, at 11:59 PM.

LEAs not able to meet this deadline can submit an extension request through the TSDS Core application. Extension requests will be reviewed and approved on a case-by-case basis by the Texas Education Agency (TEA). To request an extension, the user must have the “Core LEA Data Approver” TEAL role with the “Child Find Access” privilege checked. Typically, this access is reserved for LEA Superintendents or their delegates.

Users are encouraged to begin submitting Child Find data as soon as possible. Beginning June 6, 2022, users will be able to mark their LEA data submission as complete. Prior to this date, all other system functionality is available for users to begin submitting and verifying their data, including promoting data, running reports, and cleaning up data validation errors for the Child Find collection.

The special education program staff at the LEA are ultimately responsible for the accuracy of data submitted for Child Find. However, special education leadership should coordinate with their LEA TSDS data steward to ensure timely and accurate data submission. Questions regarding the Child Find collection can also be directed to the education service center (ESC) Child Find Champion:

LEAs that do not have any students to report for SPPI-11 or SPPI-12 do not need to complete a submission for Child Find. TSDS assumes that LEAs that do not report have nothing to report. TEA may follow up with LEAs who do not report to assure a “no students to report” status. Failure to report student data is considered noncompliance, per Texas Education Code (TEC) §29.001(5).
