Bilingual and English as a Second Language Education

The Division of School Improvement develops and implements statewide review processes for Bilingual Education and English as a Second Language (BE/ESL) Programs. These review processes monitor compliance with program requirements, promote program effectiveness, and improve outcomes for all students served in BE/ESL.

Intervention Activities

The BE/ESL program is a part of the Performance-Based Monitoring (PBM) system. PBM uses the Performance-Based Monitoring Analysis System (PBMAS) to assign required intervention activities based on the district's annual performance on individual indicators and patterns across all indicators.

PBMAS program staging will be released in the Intervention, Stage, and Activity Manager (ISAM) application in late October.

Prior to the staging release, intervention guidance and resources for the 2018-2019 monitoring year will be provided to districts on this web page.

System Analysis

The purpose of the system analysis is to conduct a thorough review of the BE/ESL program using the probes and areas for consideration provided on the system analysis resource document. 

Program Effectiveness Review

The purpose of the program effectiveness review is to analyze indicators and data sets that may identify data trends, systemic program issues, or areas of noncompliance with program requirements.
