Session & Registration Information
The Federal Program Compliance Division is announcing a series of statewide virtual training opportunities for Local Education Agencies, Education Service Centers, and the public related to federal grants administered in the Division. Training will be provided by the Program Directors. A link to access the training recording and handouts will be added to this webpage after each training. There is no cost for the training. Captions will be provided for all the training opportunities listed below.

Registration for each of the trainings is being handled by the Title I Capacity Building Initiative at Education Service Center (ESC) – Region 14. Program: Title IV, Part A
This session helps School Systems construct a durable Title IV, Part A, compliance framework—from slab to finish-out. We’ll frame the statutory pillars (well-rounded education, safe & healthy students, effective use of technology) and the funding “load-bearing” requirements into a field-tested monitoring & self-check punch list aligned to TEA’s Title IV, Part A, Program Monitoring Validations (PMV) and the Special Data Collection (SDC) for Public Reporting. Participants leave with a ready-to-use walkthrough tool, red-flag indicators, and examples that convert guidance into day-to-day evidence schools can document for review. Expect quick case builds, a mini “permit review” exercise, and a closing inspection that certifies your next steps are code-compliant—before auditors ever knock. Bring your questions; leave with a blueprint.

Program: Title I, Part A
Just like a successful build depends on a solid inspection process, effective Title I, Part A implementation requires a clear understanding of monitoring expectations and compliance checkpoints. This session walks participants through the Title I, Part A Monitoring Protocol with a practical, step‑by‑step look at key self‑check items. Attendees will learn how to identify required documentation, strengthen internal processes, and proactively address common compliance gaps.

Program: Title I, Part C
This session guides federal program staff in interpreting program compliance “blueprints” by building strong program monitoring protocols and conducting internal “self-assessments” using the Title I, Part C Monitoring Protocol, and how to effectively report on the Title I, Part C Self-Check. Attendees will review examples of solid documentation and learn how to reinforce gaps to stay monitoring-ready year-round.

Program: ESSA Private Nonprofit (PNP) School Equitable Services
Great buildings start with great blueprints, and so do compliant School Systems’ PNP equitable services. In this session, we’ll walk through the “structural plans” behind TEA’s Program Monitoring Validations (PMV) protocol, and the self-check items School Systems can use to stress-test their work before audit day. Using a construction lens, foundation, framing, and the final walk-through, we’ll map ESSA sections 1117 and 8501 requirements, “timely and meaningful” consultation, equitable services calculations, inventory control, affirmations of consultation, and documentation that proves equitable services. Attendees leave with blueprints they can apply immediately so their PNP equitable services program is code-ready for TEA review and aligned with U.S. Department of Education guidance and TEA resources.

The Federal Program Compliance Division, in collaboration with the Grants Administration and the Special Populations Policy and Compliance Divisions, are providing a comprehensive full-day virtual training on the 2026-2027 ESSA Consolidated Grant Application. This full-day, comprehensive training will provide attendees with information on how to prepare for the submission of the 2026-2027 ESSA Consolidated Grant Application and step-by-step instructions on how to complete all the schedules within the Application. Time will be set aside at the end of the presentation for responses to questions submitted during the presentation.

Program: Title I, Part A
The Federal Program Compliance Division is hosting a Title I, Part A Within-LEA Allocations and SC5000 virtual training for school systems, Education Service Centers, and the public. The training will provide attendees with the processes associated with determining Title I, Part A campus eligibility and allocating Title I, Part A funds to eligible campuses. Participants will also learn about the changes made to the SC5000 – Title I, Part A Campus Selection schedule in the 2026-2027 ESSA Consolidated Federal Grant Application and how to complete the schedule. Time will be set aside at the end of the presentation for responses to questions submitted during the presentation.
