Strategic Support Plan
To support local education agencies (LEAs) closing achievement gaps associated with Results Driven Accountability (RDA) determination levels and IDEA compliance, the Division of Review and Support facilitates a balanced approach of general supervision for the local education agency (LEA) through determinations aligned with the RDA Framework assigned to each LEA annually LEAs will experience differentiated supports for continuous improvement aligned to their RDA determinations and engage in the Strategic Support Plan (SSP) process.
For LEAs experiencing noncompliance in the implementation of the Individuals with Disabilities Education Act (IDEA), a corrective action plan (CAP) may be required.
The Division of Review and Support will review continuous improvement efforts in RDA determination levels and any corrective actions for IDEA non-compliance through the LEA strategic support plan (SSP) and corrective action plan (CAP) monitored within Ascend Texas.
2023-2024 Strategic Support Plan (SSP)
The purpose of the SSP is to guide LEAs through the process of prioritizing RDA indicators contributing to low performance. The SSP is not a substitute to fulfill requirements of the Effective Schools Framework (ESF) determined by accountability nor any targeted improvement plan required through the ESF process.
The SSP is designed to assist the LEA's area(s) of growth to improve outcomes identified within the RDA performance indicators. The SSP is a tool used annually as part of the LEA's continuous improvement process to prioritize essential program elements, timelines, milestones, metrics, and task owners. When implemented with fidelity, the SSP assists in identifying district goals to support root causes of low performance related to RDA determination levels.
The process of developing the Strategic Support Plan has eight (8) steps:
- Review Sources of Data
- Identify Priority Areas
- Develop Problem Statement(s)
- Conduct Root Cause Analysis
- Define Annual Goal(s)
- Develop Strategies for Implementation
- Define Implementation Activities
- Monitor and Report Progress
LEAs required to engage in the continuous improvement process, based upon RDA determination levels, should submit SSPs to the Texas Education Agency (TEA) in the Ascend Texas application. LEAs will retain information used during analysis and only submit to the TEA if requested. LEAs will use the Support Plan feature in the Ascend Texas application to develop a SPP to fulfill applicable continuous improvement requirements.
2023-2024 Corrective Action Plan (CAP)
The purpose of the corrective action plan (CAP) is to guide LEAs through an in-depth analysis of components contributing to noncompliance, and to develop strategies to create a CAP to resolve noncompliance as identified by the monitoring priorities within the State Performance Plan (SPP) federally required elements and/or by Differentiated Monitoring support (DMS) activities.
The TEA Division of Review and Support reviews collected and verified data aligned to the SPP indicators demonstrating need for improvement and/or DMS activities resulting in noncompliance with regulatory requirements. A LEA identified with noncompliance is required to develop a corrective action plan (CAP), engage in structured corrective actions, and should engage in a root cause analysis to identify contributing factors to noncompliance. TEA will support LEAs in implementing corrective actions and verifying correction of noncompliance.
The process of developing a Corrective Action Plan has five steps:
- Review Statement(s) of Concern
- Conduct Root Cause Analysis
- Develop Corrective Action Plan
- Implementation Monitoring
- Corrective Action Plan Submissions
LEAs required to develop a corrective action plan due to noncompliance with a SPP indicator, should submit a CAP to the TEA in the Ascend Texas application. Local Education Agencies (LEAs) will use the Support Plan feature in the Ascend Texas application to develop a CAP to fulfill applicable continuous improvement and/or compliance requirements.
