Overview
The Texas Education Agency’s Office of School Safety and Security works to build the capacity of school systems and regional education service centers (ESCs) to promote the physical and psychological well-being of students and staff - recognizing that safer schools are foundational for student success.
In accordance with Texas Education Code (TEC), Section §37.1084, the Office of School Safety and Security at TEA is charged with establishing school safety review teams in each region served by an education service center. These teams must annually conduct on-site general intruder detection audits (IDAs) of school district campuses in their region. This To the Administrator Addressed (TAA) letter summarizes Intruder Detection Audits conducted during the 2023-2024 school year.
Intruder Detection Audits
TEC, §37.1084, requires that, when conducting an IDA, teams must:

Use a rubric developed by the Office of School Safety and Security in consultation with the Texas School Safety Center;

Not later than seven days before the date of a scheduled audit, notify the superintendent of the school district in which the campus being audited is located; and

On completion of the audit, provide to the superintendent and school safety and security committee a report on the results of the audit. The report includes recommendations and required corrective actions to address any deficiencies in campus security identified by the team.
Reports produced by a team under this section are confidential and not subject to disclosure under Chapter 552, Government Code.
