The State Board of Education (SBOE) acted on several instructional materials during its November 2025 meeting following the annual Instructional Materials Review and Approval (IMRA) review cycle managed by the Texas Education Agency (TEA). The results of these reviews and detailed reports for each program are now available at https://im.tea.texas.gov.

New Additions to the IMRA List of SBOE-Approved Instructional Materials
The SBOE voted to add 238 programs to the List of Approved Instructional Materials, bringing the total number of approved programs to 333. This review cycle marked the first time supplemental instructional materials for K–12 mathematics were evaluated. Of the newly approved programs, 129 are supplemental math programs.
All approved programs are considered high-quality instructional materials (HQIM) that fully align with the Texas Essential Knowledge and Skills (TEKS) and English Language Proficiency Standards (ELPS) for their intended subjects and are suitable for the subject area, grade level, or course for which they are designed. Supplemental programs meet 100% of the TEKS they are intended to cover, but most do not address all TEKS for a given grade level or course. These programs are intended to supplement tier-one, full-subject programs in classroom instruction.
Local school systems may purchase these materials with the SBOE-Approved Instructional Materials Entitlement funding of $40 per student for the 2026–27 school year.
Among the 109 tier one programs approved from this cycle, 19 were Bluebonnet Learning instructional materials. SBOE-approved Bluebonnet Learning instructional materials may be purchased with the State-Developed Open Education Resource (OER) Entitlement ($20) and SBOE-Approved Instructional Materials Entitlement ($40) funds.

List of Proposed Rejected Instructional Materials
The SBOE also voted to add 35 materials to the IMRA Cycle 2025 List of Proposed Rejected Instructional Materials. Publishers of these programs have until January 6, 2026, to submit revisions to TEA that address identified deficiencies.
If revisions are submitted, these programs will be re-evaluated by IMRA reviewers in summer 2026, with final SBOE action expected in November 2026. If revisions are not submitted by publishers, the board will vote to place materials on the IMRA List of Rejected Instructional Materials at their January 2026 meeting.
List of Rejected Instructional Materials
No new materials were added to the IMRA List of SBOE-Rejected Instructional Materials during the November 2025 meeting; however, previously rejected materials remain.
Beginning with the 2026–27 school year, local school systems must discontinue the use of any instructional material listed on the IMRA List of SBOE-Rejected Instructional Materials (per House Bill (HB) 100, 89th Regular Legislative Session).
Important: Be sure to use the International Standard Book Number (ISBN) or product number to verify whether any of these programs are currently in use in your school system, as titles may be similar across products or editions.
Reviewed Programs with No SBOE Action and Phonics Rule Compliance
Some instructional materials reviewed during this cycle were neither approved, nor rejected. These programs may continue to be used in classrooms and purchased with Instructional Materials and Technology Allotment (IMTA) or local funds.
However, certain phonics programs in this category may not fully meet the requirements outlined in 19 TAC §74.2001 (Commissioner’s Rules on Reading Practices). Local school systems should verify compliance and, if needed, replace or supplement these programs with materials that satisfy all phonics criteria. Next Steps for Local School Systems
- Review detailed IMRA reports from cycles 2024 and 2025 at https://im.tea.texas.gov/.
- Use the information provided in the IMRA reports to guide decisions for instructional materials for the upcoming school year and before completing the Annual Certification of Provision of Instructional Materials in the spring of 2026.
- Ensure compliance with HB 100 by verifying that no rejected materials are in use or planned for adoption for school year 2026–27.
- Verify that instructional materials for direct phonics instruction in grades K–3 do not include three-cueing.
- And, if your chosen phonics program does not fully meet the criteria in 19 TAC §74.2001 (Commissioner’s rules on reading practices), ensure it is replaced or supplemented with a program that does meet all requirements.

The next IMRA review, IMRA Cycle 2026, is currently underway and will evaluate the following instructional material types, subject areas, and grade levels/courses submitted by publishers:
