The purpose of this communication is to inform school systems of the Final 2024 and 2025 A–F Academic Accountability Ratings. After a thorough review of accountability appeals, the final ratings are now available on TXschools.gov and TEA webpages.

As ratings and results are now final, the 2025 Federal Report Card (FRC) and the 2026-27 Final Public Education Grant (PEG) list are also available, each with distinct notification and dissemination requirements.  

Final Ratings on TXschools.gov and Accountability Reports

Preliminary ratings for both the 2023-24 and 2024-25 school years were released to districts on August 13, 2025. The 2024 ratings release was delayed due to legal proceedings that previously prevented its release. Following the release of preliminary ratings, school districts and open-enrollment charter schools had the opportunity to appeal their accountability ratings as required by Texas Education Code, §39.151. Each submitted appeal was carefully considered, alongside information provided by staff and the recommendations of an independent appeals panel made to the commissioner. The commissioner makes the final decision on all appeals. Commissioner decisions have been shared with impacted school systems, and the final 2024 and 2025 A–F Academic Accountability Ratings are now publicly available.

When a district or campus rating is changed as the result of an appeal, the data and calculation on which the original rating was based are not changed: only the rating and the affected domain scaled scores are changed. Accountability reports for the 2024-25 school year include the same data and calculations as the original reports. The 2024 and 2025 A–F final domain and overall ratings and scaled scores have been updated on TXschools.gov, in the Accountability Reports and in the TEA Login (TEAL) Accountability application. The accountability lists, summary reports, highlights, and Accountability Data Downloads available on the 2024 Accountability Rating System and 2025 Accountability Rating System webpages are also updated to reflect final ratings. The 2025 A-F Summary Deck has also been updated to reflect final ratings and insights on 2025 A–F statewide results.

Federal Report Card 

The Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA), requires each state education agency to prepare and publish an annual report card with state-level, district-level, and campus-level data. The Federal Report Card for Texas Public Schools is a web-based system that generates the required federal report cards at the state, district, and campus levels for easy dissemination by school districts. Every school system that receives Title I, Part A funding is responsible for distributing the state-, district-, and campus-level reports to each of its campuses, the parents of all enrolled students, and the general public within 90 days of receiving notice that the Federal Report Cards for 2024-2025 are now available.

Dissemination Requirement
At a minimum, the school system must—

  • Post direct links to the State, district, and campus report cards on its website;
  • Notify parents of all students about the availability of the report cards and the options for obtaining them;
  • Provide appropriate translation (either oral or written) upon request;
  • Make hard copies available to parents upon request; and
  • Make hard copies available for viewing in public locations.

Additionally, the expectation is that each school system shall have the federal report cards posted on its website for a minimum of 3 years.

Sample parent notification letters in English and Spanish that school systems may customize are available on the TEA Federal Report Card Webpage, along with an explanatory document that details each element of the FRC. TEA strongly encourages school systems to translate the sample letter into a language and format that all parents can understand.

School systems are not required to use the sample parent notification letters, but they must make the federal report card information readily accessible to the public, and school systems must notify parents of the availability of the federal report card information within 90 days of December 11, 2025. Given the upcoming winter holidays, deadlines will vary across the state.

Public Education Grant

With the release of the 2025 A–F final ratings, the list of campuses identified under the PEG program is also final. Campuses that received a final overall scaled score of less than 60 are listed on the Final 2026–27 PEG List, available on the Public Education Grant webpage. Districts must notify families of students assigned to a campus included on the Final 2026-27 PEG list by February 1, 2026.

Under the PEG interdistrict transfer provision, a parent of a student enrolled in any of the campuses listed may apply to transfer to a campus in another school district for the 2026–27 school year. A school district chosen by a student’s parent under this statute is entitled to accept or reject the application to transfer but may not use criteria that discriminate on the basis of a student’s race, ethnicity, academic achievement, athletic abilities, language proficiency, sex, or socioeconomic status. Alternatively, a district may accept interdistrict transfers under Texas Education Code, §25.036.  

Under the PEG intradistrict transfer provision, a parent of a student enrolled in any of the listed campuses may apply to transfer to another campus within the same school district.

The PEG program is authorized under Texas Education Code, Chapter 29, Subchapter G, §§29.201–29.205. More information to assist districts and to guide families is available on the Public Education Grant FAQ webpage.

Pursuant to TEC, §48.107, for each student in average daily attendance who is using a public education grant under Subchapter G, Chapter 29, to attend school in a district other than the district in which the student resides, the district in which the student attends school is entitled to an annual allotment equal to the basic allotment multiplied by a weight of 0.1.

The district providing educational services to the student will report attendance as it would for any other student. Districts should report PEG students in PEIMS Summer Submission with STUDENT-ATTRIBUTION-CODE 03, which is used to calculate PEG funding. The Summary of Finances reports are updated annually at near-final settle up in early September based on this information.

There are no special accounting requirements or limitations on the use of PEG-related funds. Keep in mind that a district is eligible to receive PEG-weighted funding only to the extent that the number of students accepted on the basis of a PEG exceeds the number of resident students who are educated in other districts on a PEG.

With the release of the 2024 A-F final ratings, a final PEG list reflecting 2024 final results has also been released. The 2024 ratings release was delayed due to legal proceedings that previously prevented their release; therefore, no action is required if a campus is included in this 2024 PEG list.
