The Texas Education Agency’s School Improvement Division supports the state’s goal to improve low-performing schools by reviewing, evaluating, monitoring and intervening with campuses and their districts to ensure excellence in education for all students.
The purpose of this communication is to provide information regarding the timeline and requirements of Turnaround Plans (TAPs) that are required for campuses identified for support under the Every Student Succeeds Act (ESSA) that failed to meet the exit criteria for their federal Comprehensive Support and Improvement (CSI) identification for multiple years.
Federal Identification for More Rigorous Interventions
Under federal accountability laws, campuses that fail to meet the criteria to exit the CSI identification for multiple years are required to engage in more rigorous interventions and implement a turnaround plan. More information about exit criteria for CSI can be found in the 2024 Accountability Manual.
Federal Identification List Update
A campus is determined to have failed to exit CSI for multiple years if the campus has been re-identified more than once since the original identification. Years in which the campus met exit criteria (CSI Progress) are not included in this count. The School Improvement (SI) federal identification lists have been updated on the 2024 Accountability System webpage to include the failure to meet exit criteria campus count, and explanatory resources for calculating this count can be found on the Campus Accountability Interventions and Guidance webpage.
Intervention Requirements
Campuses that have been identified for more rigorous intervention will develop a turnaround plan. Turnaround plans must be submitted to the agency for approval via Intervention, Stage, and Activity Manager (ISAM) by April 30, 2025.

Additional Resources, Training, and Technical Assistance
The Division of School Improvement will send a separate communication to districts required to develop a turnaround plan in early January 2025. We encourage districts to work with their assigned TEA Campus Support Specialist and their regional education service center for technical assistance, resources, guidance, and training.
