The Texas Education Agency (TEA) will open the 2024-2025 school year State Performance Plan (SPP) application in the Texas Education Agency Login (TEAL) for data submission of both State Performance Plan Indicator (SPPI) 7, Preschool Outcomes, and SPPI 13, Secondary Transition, on April 1, 2025. School systems must complete their data submissions by August 8, 2025, at 11:59 p.m.

TEA encourages school systems to begin submitting data to the SPP application as soon as possible. Beginning data submission early in the timeline will help to facilitate a smooth data collection process, allowing TEA and school systems to ensure that all technical systems are functioning properly and address any policy or data submission questions related to SPPI 7 and SPPI 13.

Important Dates

  • Data Collection Period: July 1, 2024 – June 30, 2025
  • SPP Application Opening Date: April 1, 2025
  • SPP Application Closing Date: August 8, 2025, at 11:59 p.m.
  • Certification Deadline: August 8, 2025, at 11:59 p.m.

School System Responsibilities 

  1. Data Submission Timeline: School systems must submit data for all students who meet the inclusion criteria for SPPI 7 and SPPI 13 within the specified data submission period. This data submission is crucial for TEA to accurately reflect statewide performance on these federal indicators.
  2. Certification Requirement: School systems must designate at least one user with a “Certifier” role to oversee the SPP data submission process. If a designated Certifier for one of the SPP indicators is no longer in their position or employed by the school system, a new Certifier must be appointed. TEA recommends that school systems review and update their TEAL roles regularly to ensure efficient and timely data submissions in the SPP application to achieve a “Certified” status by the deadline. 
  3. Certification of Non-Applicable Data: If a campus included in the SPP application has no students meeting the data collection criteria for one of the indicators, then the school system must certify within the SPP application that “no students meet the data collection criteria” by the data submission deadline. This certification is essential for data reporting accuracy and integrity.
  4. Extension Request: School systems have five business days after certification to request an extension and then three business days to complete the extension (see Requesting a Data Submission Extension).
