The purpose of this communication is to inform school systems of the availability of the 2023 School Report Cards (SRCs) now posted on the TEA School Report Card webpage as a result of the release of the Final 2023 Accountability Ratings on August 19, 2025. The 2023 ratings release was delayed due to legal proceedings that previously prevented their release; therefore, 2023 is the most current final accountability rating information available.
Background
SRCs inform families about a campus’ individual characteristics and its academic performance, including outcomes for the State of Texas Assessments of Academic Readiness (STAAR®) and academic growth. On the SRC, student attendance, enrollment, and class size information and financial indicators are provided alongside the campus’s 2023 Overall Academic Accountability Rating, a rating for each accountability domain, and the 2023 Distinction Designations earned by the campus from the 2023 accountability rating year.
Distribution to Campuses
With this correspondence, the Texas Education Agency (TEA) is providing notification that the SRC for each campus is available. It is the district’s responsibility to provide the SRC to each campus for distribution to parents and guardians.
All campuses that reported student enrollment on the Texas Student Data System PEIMS October 2022 snapshot will have an SRC, including Juvenile Justice Alternative Education Program (JJAEP) campuses, Disciplinary Alternative Education Program (DAEP) campuses, and campuses paired for accountability rating purposes. Because the SRCs for JJAEPs, DAEPs, and paired campuses do not have STAAR performance results, districts are not required to distribute the SRCs for these campuses but may do so if desired.
Campuses that opened in the 2023–2024, 2024–2025, or 2025–2026 school years will not have a 2022–2023 SRC and, therefore, are not required to distribute a report. Otherwise, all campuses with SRCs are required by law to distribute the SRC to parents and guardians.
Distribution to Parents
Each campus must send a copy of the SRC to a parent or guardian of each of its students by October 9, 2025; this is six weeks after the date of this notification. The campus may provide the SRC in the same way that it sends other official communications to parents and guardians, such as including the SRC in a weekly folder sent home with each student, mailing it to the student's residence, providing it at a parent-teacher conference, or enclosing it with the student’s report card. Campuses may distribute the SRC electronically if they can ensure that parents and guardians are notified that the SRC is available and that they are able to access it. A campus or district must provide a printed copy (in color or black and white) to anyone who is unable to access the electronic version.
At their discretion, campuses may include additional information with the SRC that highlights other performance aspects of the campus or district.
Resources
Sample Cover Letter—Districts are not required to include a cover letter with the SRC, but many schools find it helpful to provide one. A sample cover letter to families is available in both English and Spanish.
Definitions—Several of the terms used in the SRC are explained in both English and Spanish. School systems are not required to provide definitions to families. The Texas Academic Performance Report (TAPR) Glossary is also a useful resource.
In May 2025, the administrative rules governing the SRC and TAPR (19 TAC §§97.1007 and 97.1008) were revised. Texas Administrative Code (TAC) §61.1021 established requirements for a campus's dissemination of the annual SRC and was moved to TAC §97.1007. TAC §61.1022 established requirements for a school district's dissemination of the annual TAPR, including holding a public hearing on the report, and was moved to TAC §97.1008. There were no changes to the content of either of these rules.
