Monica Martinez, associate commissioner for standards and support services, explained that the board might wish to consider an earlier effective date for districts of innovation with earlier school start dates.

MOTION:  It was moved by Ms. Beltran and seconded by Ms. Perez-Diaz to recommend that the State Board of Education approve for second reading and final adoption proposed new 19 TAC Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter C, High School, §113.50, Ethnic Studies: Mexican American Studies (One Credit), with an effective date of August 26, 2019.

MOTION AND VOTEIt was moved by Ms. Beltran, seconded by Mr. Cortez, and carried unanimously to recommend that the State Board of Education amend §113.50(c)(9) to read:

“Citizenship.  The student understands the importance of the debates surrounding the nature of respectful expression of different points of view in a constitutional republic.  The student is expected to:”

  

MOTION AND VOTEIt was moved by Ms. Beltran, seconded by Mr. Cortez, and carried unanimously to recommend that the State Board of Education amend §113.50(c)(9)(A) to read: 

“describe the rights and responsibilities of Mexican Americans American citizens and Mexican immigrants as Americans in civic participation within the United States.”

MOTIONIt was moved by Ms. Beltran and seconded by Mr. Cortez to recommend that the State Board of Education amend §113.50(c)(9)(B) to read:

“discuss ways Americans American citizens and immigrants in the United States interpret formal citizenship and cultural citizenship, including membership in one nation and membership in diverse cultural and national groups;”

MOTION AND VOTEIt was moved by Mr. Bradley, seconded by Ms. Hardy, and carried to recommend that the State Board of Education amend §113.50(c)(9)(B) to read:

“discuss ways Americans American citizens and immigrants in the United States interpret formal citizenship and cultural citizenship, including membership in one nation and membership in diverse cultural and national groups;” 

VOTEA vote was taken on the original motion to recommend that the State Board of Education amend §113.50(c)(9)(B) as amended. The motion carried.

“discuss ways individuals contribute to the national identity and global community as members of diverse cultural groups and transnational communities; and”

The motion failed.

“analyze the connotations and histories of identity nomenclature relevant to Mexican Americans such as Mexican, Spanish, Hispanic, Latinx, Chicana/o, illegal, undocumented, Mexican American, and American Mexican, or simply American.”

MOTION AND VOTEIt was moved by Ms. Pérez, seconded by Ms. Hardy, and carried unanimously to recommend that the State Board of Education amend §113.50(c)(4) to read:

“The student understands the causes and impact of the Mexican American civil rights movement from the 1940s 1930s to 1975. The student is expected to:”

MOTION AND VOTEIt was moved by Ms. Pérez and carried to recommend that the State Board of Education amend §113.50(c)(4)(B) to read:

“identify the contributions of significant individuals from the civil rights era such as:  Cesar Chavez, Dolores Huerta, Rejes Lopez Tijerina, Jose Angel Gutierrez, Ruben Salazar, Emma Tenayuca, Rodolfo “Corky” Gonzales, Marcario Garda, Hector P. Garcia, Roy Benavidez, and Martha P. Cotera, Jovita Idar, Jovita González Mireles, Sara Estela Ramirez, Leonor Villegas de Magnón, Adela Sloss Vento, Maria Hernandez, and Alicia Dickerson Montemayor;

MOTION AND VOTEIt was moved by Ms. Pérez, seconded by Ms. Hardy, and carried unanimously to recommend that the State Board of Education amend §113.50(c)(8)(B) to read:

“analyze the impact of Salvatierra v. Del Rio ISD, Delgado v. Bastrop ISD, and Hernandez v. Texas on Mexican Americans and the end of the biracial paradigm;”

MOTION AND VOTEIt was moved by Ms. Pérez, seconded by Mr. Cortez, and carried unanimously to recommend that the State Board of Education amend §113.50(c)(11)(B) to read:

“identify contributions to science and technology in the United States and the world made by Mexican Americans such as Albert Baez, Martha E. Bernal, Ellen Ochoa, and Linda Garcia Cubero, and Mario Jose Molinar.”

MOTION AND VOTEIt was moved by Mr. Bradley and carried to reconsider the vote on the amendment to §113.50(c)(9)(D).

“analyze the connotations and histories of identity nomenclature relevant to Mexican Americans such as Mexican, Spanish, Hispanic, Latinx Latina/o, Chicana/o, illegal, undocumented, Mexican American, and American Mexican, or simply American.”
