Subject: Community Development Block Grants

 The Texas Education Agency wants to make all districts in the Hurricane Harvey Federal Disaster area aware of a possible funding opportunity as a result of the hurricane. State Community Development Block Grants-Disaster Recovery (CDBG-DR), administered under the Texas General Land Office (GLO), will be available in early 2018. These grants are used to rebuild the affected areas and provide crucial seed money to start the recovery process.

CDBG funds are generally coordinated and prioritized through local Council of Governments (COGs). We encourage you to begin talking now with your local COG to make them aware of your district’s damage or needs. A list of COGs by county can be found in the attachment below.  

CDBG-DR funds can be used for the most impacted and distressed areas for:

  • Disaster Relief.
  • Long Term-Recovery.
  • Restoration of Infrastructure.
  • Housing.
  • Economic Revitalization.

The State is waiting on the Federal Register notice from the Department of Housing and Urban Development, which will include guidelines on the distribution of the grants. The General Land Office will determine the distribution of funds that will go to each of the impacted COGs who will then determine the distribution to the impacted counties, municipalities and housing authorities. Ultimately, these local entities will be able to use these funds for eligible activities as they see fit.
