Rule actions will remain on this page until approved for adoption by the commissioner and filed as adopted with the Texas Register.

Proposed New 19 TAC Chapter 53, Regional Education Service Centers, Subchapter AA, Commissioner's Rules, §53.1010, Application of Disclosure of Interested Parties  

Summary: The proposed new rule would clarify the application of Texas Government Code, §2252.908, to regional education service centers.

Proposed Amendment to 19 TAC Chapter 76, Extracurricular Activities, Subchapter AA, Commissioner's Rules, §76.1001, Extracurricular Activities

Summary: The proposed amendment would allow a student who has not passed all his or her classes but who is enrolled in a state-approved music course that participates in University Interscholastic League (UIL) Concert and Sightreading Evaluation to perform with the ensemble during the UIL evaluation performance.

Summary: The proposed amendment would clarify who must complete the training in effective leadership strategies required under Texas Education Code, §39A.205, and specify a timeframe for completion.

Proposed Amendment to 19 TAC Chapter 101, Assessment, Subchapter CC, Commissioner's Rules Concerning Implementation of the Academic Content Areas Testing Program, Division 1, Implementation of Assessment Instruments, §101.3011, Implementation and Administration of Academic Content Area Assessment Instruments 

Summary: The proposed amendment would require Texas public school districts and open-enrollment charter schools to administer to students assessments in any subject and grade required by federal law but not administered by the Texas Education Agency under Texas Education Code, §39.023, and would specify the assessments to be given to certain students.

Summary: The proposed amendment would clarify and update the language and satisfactory scores used for substitute assessments to satisfy the state's end-of-course graduation requirements.

Summary: The proposed amendment and new rule would reflect requirements in Senate Bill 1398, 85th Texas Legislature, Regular Session, 2017.

Public Hearing Notice: A public hearing to solicit testimony and input on the proposed amendment and new rule will be held at 8:30 a.m. on September 24, 2018, in Room 1-100, William B. Travis Building, 1701 North Congress Avenue, Austin, Texas 78701. Anyone wishing to testify at the hearing must sign in between 8:15 a.m. and 9:00 a.m. on the day of the hearing. The hearing will conclude once all who have signed in have been given the opportunity to comment.

Proposed Amendment to 19 TAC Chapter 150, Commissioner's Rules Concerning Educator Appraisal, Subchapter CC, Superintendent Appraisal, §150.1031, General Provisions for Superintendent Appraisal

Summary: The proposed amendment would allow the Lone Star Governance superintendent evaluation to satisfy the requirements of the commissioner's recommended appraisal process.
