Board Training Providers FAQ
At its November 2024 meeting, the State Board of Education adopted amendments to 19 TAC § 61.1 related to providers of school board training. The amendments—all of which become effective on August 25, 2025—include the following changes:
- Organizations cannot be designated as registered or authorized providers and can no longer issue credit for providing school board training
- To qualify for approval as a registered or authorized provider, all applicants must be fingerprinted
- To qualify for approval as a registered or authorized provider, all applicants must be college graduates
- Individuals who have been convicted of a felony or crime of moral turpitude cannot become registered or authorized providers
This page provides answers to frequently asked questions about the new process for becoming a registered provider of school board training.
Questions and Answers
No. You do not need to get fingerprinted before submitting your application. The application includes a list of certifications and licenses that may exempt you from the fingerprinting requirement. If you do not hold one of these certifications or licenses, you will receive fingerprinting instructions after your application is reviewed.
If you are required to complete a background check, you will be notified and provided additional fingerprinting instructions after your application is reviewed.
Fingerprinting is done through IdentoGO, which has locations across Texas. If fingerprinting is required, you will receive detailed instructions after your application is reviewed.
No. Provider numbers issued under the new requirements will not be active until August 25, 2025. If you need to provide board training before that date and do not currently have a provider number, please register using the current application process.
Once approved, you will receive an email with your provider number and expiration date.
- Provider numbers issued before August 25, 2025, using the current application, become effective on August 25 and are valid for two years.
- Provider numbers issued after August 25, 2025, become effective the date of final approval and are valid for two years from that date.
Yes, unless you hold a certification or license that exempts you from fingerprinting.
No. All provider numbers issued under the previous process will expire on August 24, 2025. To provide board training on or after August 25, 2025, you must register under the new process.
Anyone wishing to continue providing training after August 25, 2025 must register under the new process. Once registered, your authorized provider and Lone Star Governance (LSG) coach status will continue as before. To become an authorized provider or LSG coach in the future, you must first hold a valid registered provider number under the new process.
