Summary: The adopted amendment to §89.1053 implement Senate Bill 133, 88th Texas Legislature, Regular Session, 2023. The adopted amendments to §89.1035 and §89.1070 clarify graduation requirements for students receiving special education and related services as well as remove outdated language. The amendments were adopted with changes since published as proposed.

Adopted Amendments to 19 TAC Chapter 89, Adaptations for Special Populations, Subchapter AA, Commissioner's Rules Concerning Special Education Services, Division 7, Dispute Resolution, §89.1196, Individualized Education Program Facilitation, and §89.1197, State Individualized Education Program Facilitation
Summary: The amendments clarify procedures for individualized education program facilitation and add language allowing the Texas Education Agency to delegate certain duties and responsibilities. The amendments were adopted with changes since published as proposed.

Adopted New 19 TAC Chapter 103, Health and Safety, Subchapter BB, Commissioner's Rules Concerning General Provisions for Health and Safety, §103.1103, Opioid Antagonist Medication Requirements in Schools
Summary: The new section implements Senate Bill 629, 88th Texas Legislature, Regular Session, 2023, and adopts by reference the rules of the executive commissioner of the Texas Health and Human Services Commission. The rule was adopted without changes since published as proposed.
