Adopted State Board for Educator Certification Rules - Not Yet Effective

The State Board for Educator Certification (SBEC) has adopted the following rule actions, and the State Board of Education (SBOE) has reviewed them as required by statute. The agency has filed these rule actions with the Texas Register, and they have effective dates in the future. Rule actions will remain on this page until their effective dates.

Adopted New 19 TAC Chapter 235, Classroom Teacher Certification Standards, Subchapter F, Supplemental and Special Education Certificate Standards, and Repeal of 19 TAC Chapter 235, Classroom Teacher Certification Standards, Subchapter F, Supplemental Certificate Standards, and Subchapter G, Special Education Certificate Standards
Summary: The adopted revisions repeal standards in current Subchapters F and G and combine and align language across educator standards in new Subchapter F. The revisions also implement the statutory requirements of House Bill 2256, 87th Texas Legislature, Regular Session, 2021, and define the educator standards for the Bilingual Special Education certificate, as recommended by the SBEC-approved educator standards advisory committee. The revisions were adopted without changes since published as proposed. Public comments were not received on the proposal.
