Personal Financial Literacy Materials Approved November 2012 and Earlier

The Texas Education Code (TEC) requires instruction in personal financial literacy in K-8 mathematics instruction and in one or more courses offered for high school graduation.  

Starting with the 2016-2017 school year, each school district and open-enrollment charter school that offers a high school program must provide Personal Financial Literacy (PFL) as a one-half credit high school social studies elective course. The standards for this course are in 19 TAC Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter C, High School, §113.49, Personal Financial Literacy (One-Half Credit), Adopted 2016.

Districts may use the list of Personal Financial Literacy materials listed below, which were approved by the State Board of Education (SBOE). Please note that these materials were approved before the adoption of §113.49, Personal Financial Literacy; therefore they may not align with the TEKS for the required PFL course.

Areas of Instruction

The areas of instruction shown below are approved by the State Board of Education (April 28, 2006; July 7, 2006; November 16, 2007; May 22, 2009; September 17, 2010; and November 16, 2012).

  1. understanding interest, avoiding and eliminating credit card debt
  2. understanding the rights and responsibilities of renting or buying a home
  3. managing money to make the transition from renting a home to home ownership
  4. starting a small business
  5. being a prudent investor in the stock market and using other investment options
  6. beginning a savings program and planning for retirement
  7. bankruptcy
  8. the types of bank accounts available to consumers and the benefits of maintaining a bank account
  9. balancing a check book
  10. the types of loans available to consumers and becoming a low-risk borrower
  11. understanding insurance
  12. charitable giving
  13. completing the application for federal student aid provided by the United States Department of Education
  14. methods of paying for college
