Requisitions in EMAT

A requisition is an order for instructional materials placed in EMAT in which TEA sends the order directly to the publisher and deducts payment from a local educational agency's (LEA) Instructional Materials and Technology Allotment (IMTA) fund, State Board of Education (SBOE)-Approved Instructional Materials entitlement, and/or their State-Developed Open Education Resource (OER) entitlement. Requisitions can only be used to purchase state-adopted and SBOE-approved materials.

Requisition Process

The process for placing orders through a requisition is as follows:

  1. An LEA submits a requisition for state-adopted or SBOE-approved instructional materials.  
  2. Allotment and/or entitlement funds are deducted from an LEA’s account in EMAT.  
  3. TEA reviews the requisition and will reach out if additional information is needed for approval.
  4. If the requisition is approved, TEA will send the order directly to the publisher for fulfillment.  
  5. Once the publisher fulfills and ships the order, TEA pays the publisher.

Requisition Request Statuses

When creating a requisition, there are three request statuses, including In Progress, Submitted, and Complete:  

  • A requisition in progress has been saved or reopened but not submitted. 
  • A submitted requisition is a request waiting for review by TEA. After review, submitted requisitions may be approved or reopened. 
  • A completed requisition has been approved by TEA and the order has been sent to the publisher for fulfillment. 

Types of Requisitions

There are two different kinds of requisitions: program and component. 

  • A program requisition allows an LEA to purchase an entire package or bundle of state-adopted or SBOE-approved instructional materials.  Program refers to the bundled package available that includes all listed components. 
  • A component requisition allows an LEA to purchase an individual item, or component, of a program offering 

Steps for Creating a Requisition 

The steps for creating a program requisition and component requisition vary slightly. Please review each step carefully and double-check every requisition before submitting.  

 

Steps for Creating and Submitting a Program Requisition 

  1. Log into TEAL and choose the EMAT application. 
  2. On the district start page, click Create New Requisition on the Program Requisition row. 
  3. Select the Program Requisition tab. 
  4. Select the grade level of the program intended for purchase. 
    • Note that elementary Languages Other Than English (LOTE) can be found in grade 1 and middle school LOTE is in grade 6.  
  5. Click the magnifying glass to select the multiple list code (MLC) of the program.  
    • If you’re not sure what the MLC is for the grade level and course of the program, refer to the MLC webpage.  
  6. Select the MLC from the provided list. 
  7. Click the magnifying glass to search for the ISBN of the intended program for purchase. 
  8. Once the ISBN is found, select the Program ISBN from the list.   
    • If needed, click the item details icon to view detailed information about the selected program item, including: the full program title, comments section with package information, and Texas Essential Knowledge and Skills (TEKS) coverage percentages. 
  9. After the program is selected, enter the quantity needed in the Student Requisition Quantity (Student Req Qty) field and/or the Teacher Requisition Quantity (Teacher Req Qty) field. 
    • If the program is a student package, enter the number of students that will need materials.
    • If the program is a teacher package, enter the number needed for teachers in the Teacher Requisition Quantity field and then enter the number of students the teacher will be teaching using this material.  
    • Please note that no quantity fields can be left blank. All quantity fields require a whole number greater than 0. 
  10. Once the quantity is entered, the extended amount field will automatically calculate the total cost of the requisition. 
  11. To submit a requisition, click on requisition summary and then submit to TEA.  
    • To view the requisition summary, click view/print requisition summary before hitting submit. 

Steps for Creating and Submitting a Component Requisition 

  1. Log into TEAL and choose the EMAT application. 
  2. On the district start page, click Create New Requisition on the Component Requisition row. 
  3. Select the Component Requisition tab. 
  4. Select the grade level of the program intended for purchase.   
    • Note that elementary LOTE can be found in grade 1 and middle school LOTE is in grade 6.  
  5. Click the magnifying glass to select the multiple list code (MLC) of the parent program that contains the necessary component(s). 
    • If you’re not sure what the MLC is for the grade level and course of the program, refer to the MLC webpage.  
  6. Select the MLC from the provided list.  
  7. Then, click the magnifying glass to search for the ISBN of the parent program that contains the necessary component(s). 
    • A component is only a part of a program. As such, the parent program, the program the component is a part of, needs to be found so the intended component can be identified.  
  8. Once the parent program ISBN is found, click the magnifying glass to select the ISBN of the intended component for purchase. 
    • If needed, click the black diagonal arrow icon to view detailed information about the selected component item.  
  9. After the component is selected, enter the quantity needed in the Student Requisition Quantity (Student Req Qty) field and/or the Teacher Requisition Quantity (Teacher Req Qty) field.
    • If the program is a student package, enter the number of students that will need materials.
    • If the program is a teacher package, enter the number needed for teachers in the Teacher Requisition Quantity field and then enter the number of students the teacher will be teaching using this material.  
    • Please note that no quantity fields can be left blank. All quantity fields require a whole number greater than 0.

Component Exemption Requests

In accordance with proposed Title 19 Texas Administrative Codes (TAC) §67.1003 and §67.1004 (m), the commissioner may grant a waiver under TEC, §7.056, to exempt school systems from an initial purchase of each component of an approved product if the school system can demonstrate that they already possess an identical or near-identical component for each student and/or teacher as indicated by the product design. Current eligible components for exemption from IMRA 2024-approved publishers can be found using the dropdown menus on the Component Exemption Request Form

To request an exemption, please submit a Component Exemption Request Form with documentation on school district letterhead with the superintendent’s signature certifying that the district or open-enrollment charter school already possesses the correct quantity of the identical or near-identical component. A Component Exemption Request Form must be submitted before the TEA can approve the relevant requisition.

Delayed Payments for IMTA Requisitions

Texas Education Code, §31.0215(b) states if the Instructional Materials and Technology Allotment (IMTA) carry-over funds are not available, LEAs may order materials through requisitions (not disbursements) for up to 80% of their 2026‒27 IMTA funds through the delayed-payment option before the funding becomes available on September 1st. However, the 2026‒27 IMTA amounts have not yet been announced, and therefore, the delayed payment option is not currently available. The IMTA amounts are determined after the Legislature passes the General Appropriations Act and the Governor signs the bill. 

Please note that the delayed payment option is only applicable to IMTA. It does not apply to SBOE-Approved Instructional Materials Entitlement ($40) or the State-Developed Open Education Resource (OER) Entitlement ($20). 

You can find the list of publishers who have opted into delayed payments in EMAT. On your start page, you’ll select “Reports” under the EMAT section on the right, and then you’ll select the “Delayed Payment Publishers List.”
