Texas Student Data System (TSDS) upgrade to Ed-Fi 3.x Update

TSDS Transition and Implementation Plan

Next Steps:

Share with TSDS staff

On September 30, 2021, the Texas Education Agency (TEA) announced the plan to upgrade the Texas Student Data System (TSDS) in order to improve system performance and better align with the national Ed-Fi data standard.

The purpose of this communication is to inform local educational agency (LEA) TSDS staff that the timeline for the upgrade project is being extended by one year.

Timeline – Updated

TEA will offer both a pilot program and parallel submission to ensure vendor and LEA readiness as indicated in the high-level timeline below:

  • Pilot ProgramSeptember 2022 – August 2023
    • TSDS vendors can update their systems and test against the Texas Education Data Standards (TEDS).
    • LEAs can partner with their vendors to conduct end-to-end testing.
  • Parallel SubmissionAugust 2023 – August 2024
    • All TSDS vendors are required to participate.
    • Participating LEAs will submit both API transactions and XML submissions.
    • LEAs will compare the API transactions against their official XML submissions.
  • Go-Live: 2024 – 2025 School Year
    • All LEAs are required to submit API transactions for TSDS submissions.
    • XML data files will no longer be accepted.

Texas Education Data Standards (TEDS)

The 2022-2023 3.x Data Standards will continue to be updated per the normal publication timeline. The next publication will occur on July 1, 2022.

TEA will continue to analyze newly released Ed-Fi data standards to determine if TEDS needs to be updated to a more current Ed-Fi standard. TEA also continues to work on updating the TSDS Web-Enabled Data Standards (TWEDS) to incorporate the 3.x Data Standard.

Pilot and Parallel Program

The pilot program will be extended into the 2022-2023 school year and will continue to be optional for source system vendors. If you are interested in assisting with the pilot program, please contact your source system vendor to ensure their participation. If you have submitted a nomination to participate in the parallel submission, TEA encourages your continued interest for the 2023-2024 school year.

TEA has informed education service centers (ESCs) and source system vendors of the change in project timeline. TEA will continue to communicate and support source system vendors to ensure system compatibility for the 2024-2025 go-live year.
