The Texas Education Agency (TEA) will be collecting data regarding the preparation of first-year teachers to help understand and provide resources and supports to educator preparation programs (EPPs) in preparing first-year teachers to succeed in the classroom. 

Current State Board for Educator Certification (SBEC) rules in 19 Texas Administrative Code (TAC) §229.3(f)(3) require each principal who has first-year teachers on campus to complete a survey about the effectiveness of preparation for classroom success of those first-year teachers. Additionally, SBEC rules in 19 TAC §229.3(f)(4), require all new teachers to complete an evaluation about their preparation at the end of the first year of teaching holding a standard, intern, or probationary teaching certificate. 

Teachers will receive a link to the Evaluation of Educator Preparation Programs by Teachers via email at the email address they have provided in the Educator Certification Online System (ECOS). Please direct early career teachers to update their email addresses in their ECOS accounts prior to March 21, 2025.

Please note that the surveyed population for the evaluation of EPPs by teachers is the same list of teachers as those in the principal survey, which is described below. We encourage principals and human resources staff to follow up with the teachers who appear on the principal survey to ensure that teachers complete their surveys.

Principal Survey

The principal surveys for 2025 can be accessed in the Educator Certification Online System (ECOS). Principals will complete a survey for each teacher who meets the following criteria: 

  • Is working for their first year as a teacher of record in Texas public schools 
  • Has taught for at least five months of the school year 
  • Holds a standard, intern, or probationary certificate active at the end of October 2024
  • Has completed or is enrolled in a Texas Educator Preparation Program 

Principals will have the opportunity to earn continuing professional education (CPE) credits upon completion of each survey. The results from this survey are used to monitor and understand the effectiveness of EPPs

Key Dates for Principal Survey Data Collection

  • Monday, March 24, 2025 – Human Resources personnel access ECOS for principal roster verification 
  • Tuesday, April 1, 2025 – Survey opens for principals in ECOS 
  • Sunday, June 15, 2025 – Survey closes at midnight in ECOS (we encourage principals to complete surveys early to ensure accessibility to technical assistance, if needed. Limited staff will be available on the last two days of the weekend)

Evaluation of Educator Preparation Programs by Teacher

A link to the evaluation for 2025 will be sent via email to eligible teachers. The evaluation is completed in Qualtrics. First-year teachers will be sent a link to complete this mandatory preparation program evaluation who meet the following criteria: 

  • Working for their first year as a teacher of record in Texas public schools 
  • Has taught for at least five months of the school year 
  • Holds a standard, intern, or probationary certificate active at the end of October 2024
  • Has completed or is enrolled in a Texas Educator Preparation Program 

Teachers will earn CPE credits upon completion of the evaluation. The results from this evaluation are used to monitor and understand the effectiveness of EPPs

  • Tuesday, April 1, 2025 – Teachers receive survey link via email 
  • Sunday, June 15, 2025 – Final date to submit the evaluation

Additional Survey Information 

According to 19 TAC §229.3(b), any individual holding a Texas-issued educator certificate who fails to provide the information required may be subject to a sanction of their certificate, including the placement of restrictions, inscribed or non-inscribed reprimand, suspension or revocation. The information provided will assist in improving the preparation of teacher candidates through educator preparation programs (EPPs). 

Principals and teachers will have access to information posted on the TEA website about the evaluation of EPPs. Additional information regarding the principal survey will be emailed to human resources personnel and principals using email addresses in the Texas Education Directory (AskTED). Please confirm with your TED administrator that your district and campus TED contact information has been updated.
