The purpose of this correspondence is to notify school systems that the implementation of the Approved List of College Preparatory Courses for CCMR has been postponed based on feedback received during the open public comment period for the A-F Accountability Rating System Manual.
College Prep Courses in College, Career, and Military Readiness (CCMR)
The College, Career, and Military Readiness (CCMR) component of the Student Achievement domain measures graduates’ preparedness for college, the workforce, or the military.
Annual graduates demonstrate college, career, or military readiness in any one of a variety of ways. One way to demonstrate readiness is by meeting the Texas Success Initiative (TSI) criteria in RLA and mathematics. TSI college readiness is demonstrated by meeting the TSIA1 and/or TSIA2 college-ready criteria, meeting the SAT college-ready criteria, meeting the ACT college-ready criteria, or by successfully completing and earning credit for a college preparatory course as defined in Texas Education Code (TEC) §28.014 and TEC §51.338.
College Preparatory Course for CCMR Requirements
Students meet TSI by successfully completing and earning credit for a college preparatory course as defined in TEC §28.014 and TEC §51.338. As noted in the Accountability Rating System Manual:
- The criteria for successful completion of a college preparatory course should be in alignment between a local education agency (LEA) and the partnering institution of higher education (IHE)(s).
- Students should only be reported in TSDS PEIMS as successfully completing a college preparatory course if they have met TSI exemption requirements. (In accordance with TEC §51.338(e), upon successful completion of a college preparatory course, students earn a TSI exemption from the partnering IHE(s) in that content area.)
- It was announced in the 2024 A-F Accountability Ratings Manual that only college preparatory course credits earned in 12th grade will be eligible for CCMR credit in the 2027 accountability year, with 2025-2026 graduates.
- It was also announced that the Texas Education Agency (TEA) was initiating a process to review and approve college preparatory courses for use in accountability. Only agency-reviewed and approved courses would be eligible for CCMR credit starting in the 2027 accountability year, with 2025-2026 graduates.
Implementation of Approved Course List with the 2028 Refreshed Ratings
In response to public comment received during the A-F Accountability Rating System Manual for 2026 ratings proposed rule public comment period, the agency is deferring the proposed change to give credit to only those courses on the approved college preparatory course for CCMR list until the 2028 accountability year, with the 2026-2027 graduates. This change will be reflected in the changes made to the proposed manual for 2026 ratings, which will be adopted in June. The public comment period remains open until May 19th.
