The purpose of this communication is to inform school systems about upcoming changes to the Leaver Records Data Validation (LRDV) system for the 2025–26 and 2026–27 school years. The LRDV system monitors graduation, dropout, and other leaver data submitted to the Texas Education Agency (TEA) and identifies data anomalies that require school systems to validate the accuracy of their data and, as necessary, improve local data reporting procedures or address program implementation concerns.
2025 LRDV Manual and District Reports – Informational Use for Local Review Only
After some school systems experienced issues with reporting accurate leaver data for the 2023–24 school year during the 2024–25 PEIMS Fall Submission, TEA is publishing the 2025 LRDV district reports for informational purposes only. To support school systems with their upcoming PEIMS Fall Submission, school systems should use these resources to locally review their 2023–24 leaver data, policies, and procedures to ensure data are accurate, complete, and proper supporting documentation was obtained. Any locally identified issues should be addressed before submitting 2024–25 leaver data in the 2025–26 PEIMS Fall Submission.
The 2025 LRDV Manual was posted on the Data Validation Manuals webpage on October 29, 2025. On November 21, 2025, all school systems may retrieve their LRDV reports by logging in to the Texas Education Agency Login (TEAL) portal to access the Accountability application. Reports can be found under the “Performance-Based Monitoring” tab. School systems can reference Tips for Conducting Local Reviews for guidance on conducting local reviews and are also encouraged to contact their Education Service Centers for support.
LRDV Refresh
TEA will be refreshing the LRDV system over the next year by updating indicators and methodologies, providing greater clarity on triggered indicators and recommended actions, and establishing a more robust review process. The updated manual will be communicated in late Spring 2026. Associated data validation reports issued in late Spring/early Summer 2027 apply to 2025–26 school year leavers, which will be reported in the 2025-26 PEIMS Summer and Extended Year submissions.
Compliance Reviews
The agency will continue to monitor 2023-24 and 2024-25 leaver data for compliance while the LRDV system is undergoing changes. If data concerns are identified, some school systems may be issued a compliance review by the Self-Reported Data Unit (SRDU) in the Office of Governance at TEA. Superintendents will be notified by email if they are issued a compliance review. As a part of the review, TEA will request documentation and other information and determine whether the school system is in compliance with data reporting expectations and related state and federal laws, rules, and regulations. SRDU commonly works with school systems to achieve statutory compliance and, when necessary, establish better local practices. Compliance reviews directly tied to LRDV indicators will resume in 2027 and will apply to 2025–26 school year leavers.
