Overview

The final 2025-30 list of industry-based certifications (IBCs) to be used for public school accountability is now available on the Industry-Based Certifications page of the Texas Education Agency (TEA) website. The new list of IBCs takes effect in the 2025-26 school year and will apply to accountability ratings issued in August 2027. There are 523 IBCs on the final 2025-30 list, up from 309 on the 2022-25 list. Each IBC has been assigned a tier intended to signify its potential value to students and to serve as guidance for school system staff when selecting IBCs to align with the programs of study offered in their local school systems. The assigned tiers of the 2025-30 IBC list will not be used in accountability ratings until 2028 (pending the 2028 rulemaking process).

To develop the new list, all IBCs on the current 2022-25 list, credentials on the TWC Inventory of Industry-Recognized Credentials List, state and federal licenses, as well as newly submitted IBCs were reviewed. A total of 2,036 unique IBCs were considered against the following criteria as outlined in 19 TAC §74.1003:

  1. Meets the definition of a certification
  2. Industry recognized and valued
  3. Attainable by a high school student
  4. Portable
  5. Capstone or end-of-program 

Additional Requirements:

  • The assessment to obtain the IBC is not open-book, open-reference, and does not allow limitless retake opportunities without remediation or remuneration
  • The IBC is attainable by high school students and adult professionals in the workforce

September 1, 2025, was the earliest date students in grades 9-12 may have taken an IBC that was added to the 2025-30 IBC list. Codes for IBCs that have been added to the list will be made available in the PEIMS data standards for reporting of IBCs during the 2026 PEIMS Summer and Extended Year submissions.

A school may not earn CCMR credit for more than 20 percent of graduates (or 5 graduates, whichever is higher) who exclusively met CCMR from an IBC that was on the 2022-25 list that is no longer on the 2025-30 list, for 2027 accountability ratings.
