Under Texas Education Code (TEC), §28.014, each school district must collaborate with at least one institution of higher education to create and offer college preparatory courses in mathematics and English language arts.
College Preparatory Courses for CCMR Accountability Review and Approval
A comprehensive review of data from prior years produced a finding that most students who took and passed college preparatory courses offered under TEC §28.014 did not subsequently successfully complete first year college courses. Because of this evidence, in the 2024–2025 school year, the Texas Education Agency (TEA) implemented a process to review and approve college preparatory courses that count toward CCMR credit within the public-school accountability system. This process aims to ensure that college preparatory courses, as defined in TEC §28.014, align with standards consistent with other indicators of college readiness.
To be considered an approved provider of college preparatory courses that count toward CCMR credit in the public-school accountability system, course providers participated in an application process.
As of today, the evaluation results are available on the TEA website, and the agency has published the college preparatory courses approved for the purposes of CCMR in the public accountability system.

The agency will continue to add newly approved providers to the list each fall as additional evaluation data becomes available.
Postponement of Approved List of College Preparatory Courses to 2028 Accountability
In response to public comment received during the A-F Accountability Rating System Manual for 2026 ratings proposed rule public comment period, the agency is deferring the proposed change until the 2028 accountability year (2026–2027 graduates). For the 2026 and 2027 accountability years, CCMR credit will continue be given to all students who pass a college prep course. Starting with the 2028 accountability year (2026–2027 graduates), CCMR credit will be given for students who pass a college prep course for only those courses on the approved list.
