At the Texas Education Agency (TEA), we aim to ensure that all Texas high school students have access to high-quality pathways to career and college. The purpose of this letter is to notify school systems that the TEA has updated the process for determining CCRSM Designation, including the Designated - Needs Improvement status.
Background
In accordance with Title 19, Texas Administrative Code, §102.1091(b), CCRSMs must annually apply for designation through the Program Application Cycle (PAC).
Programs are assigned one of five designation statuses based on years of operation and compliance in meeting outcomes-based measure (OBM) data indicator designation standards:
- Planning Campus – 0 years of implementation, does not serve students
- Provisional – 1–5 years of implementation
- Designated – 6+ years of implementation and has met Designation OBMs
- Needs Improvement – 6+ years of implementation and has not met Designation OBMs.
- A campus undergoes remediation to improve OBM indicators.
- The campus is either removed from the network or moved into designated status after remediation period.
- After network removal, a campus enters a 3-year waiting period during which the campus is prohibited from applying for another CCRSM Planning Year or CCRSM Planning Year Grant.
- Designated with Distinctions – 7+ years of implementation, has met Designated with Distinctions OBM
Beginning with the 2025–2026 school year, CCRSM campuses will be held to OBM designation standards and the Designated-Needs Improvement status will go into effect.
CCRSM Designation Status Update
Previous guidance stated that the 2024–2025 OBM Report released in July 2024 and available in TEA Login (TEAL) would be used to determine 2025–2026 CCRSM Designation Statuses.
TEA has updated this guidance. The 2025–2026 OBM Report will be used to determine the 2025–2026 CCRSM Designation Statuses, including the Designated–Needs Improvement Status. The 2025–2026 OBM Report is anticipated to be released in TEAL in June 2025. Releasing the 2025–2026 OBM Report in June 2025 ensures that designations are based on the most current performance data that is available.
