Recently, data validation monitoring responsibilities were transferred to the new Data Reporting Compliance Unit (DRCU) within the Information Technology Services Business Management Division. The DRCU will examine data submitted through Texas Student Data System (TSDS) Public Education Information Management System (PEIMS) by local education agencies (LEAs) as well as data validation indicators from the Performance-Based Monitoring (PBM) Data Validation System against required data submission standards for compliance. The DRCU will work together with LEAs to improve data submission and support multiple data-driven systems across the Texas Education Agency.
The PBM Data Validation System, developed in response to state and federal statute, analyzes leaver records annually to look for potential data anomalies as required in TEC §39.308. The 2018 Leaver Records Data Validation Manual outlined eight indicators. You may retrieve a copy of your LEA’s PBM 2018 Leaver Records Data Validation (LRDV) report to determine if your LEA triggered any 2018 indicators by logging into the Texas Education Agency Security Environment (TEASE) or Texas Education Agency Login (TEAL) to access the Accountability tab. The DRCU has reviewed both 2018 LRDV data as well as the previous process used to conduct monitoring and interventions. Modifications made by DRCU include streamlining content into one document per indicator for each identified LEA to download from the Intervention, Stage, and Activity Manager (ISAM) application through TEAL. An LEA will have a 2018 Leaver Records Data Reporting Compliance Review form to complete for each indicator triggered. Forms focus on compliance with the Texas Education Data Standards, and indicators one through five will contain prepopulated student-level data to validate. Identified LEAs are expected to (a) validate and document its data are correct and address any identified potential program implementation concerns found during the process; or (b) improve local data collection and submission procedures if the LEA’s identification occurred because of incorrect data. The DRCU will make LRDV compliance review forms available to LEAs through the ISAM application on March 1, 2019.
