Adopted State Board of Education Rules — Not Yet Effective

All new rules or amendments to existing rules with effective dates in the future are available on this site after the agency has filed the rules with the Texas Register. Rule actions will remain on this page until their effective dates.

Under state law, the State Board of Education (SBOE) must adopt a rule at least 90 days before the beginning of the school year for it to be effective for that school year. The exception to this process is if state or federal law requires an earlier effective date or the SBOE approves the rule by a two-thirds majority.

The following links present the preamble filed with the Texas Register in PDF format. The preamble includes information describing the adopted rule action as well as the rule text. The PDF contains a bookmark that will allow you to navigate directly to the beginning of the rule text using the bookmarks feature of your PDF reader.

Adopted Amendment to 19 TAC Chapter 61, School Districts, Subchapter A, Board of Trustees Relationship, §61.1, Continuing Education for School Board Members
Summary: The adopted amendment establishes new eligibility requirements for trainers of school boards to include a background check, establishes that only individuals (not organizations) are eligible to provide training to school board trustees, and prohibits trainers of school boards from engaging in political advocacy during training. The amendment was adopted with changes since published as proposed.

Adopted Amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter A, Required Curriculum, §74.3, Description of a Required Secondary Curriculum

Adopted Amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements, §74.12, Foundation High School Program, and §74.13, Endorsements
Summary: The amendments reflect changes to a career and technical education (CTE) course to align with recently adopted CTE Texas Essential Knowledge and Skills and update cross references. The amendments were adopted without changes since published as proposed.

Adopted New 19 TAC Chapter 127, Texas Essential Knowledge and Skills for Career Development and Career and Technical Education, Subchapter B, High School, §127.15, Career and Technical Education Employability Skills
Summary: The new section establishes Texas Essential Knowledge and Skills in employability skills for effective performance in the workplace. The employability skills standards will be required to be taught as a part of each career and technical education course in a program of study. The new section was adopted with changes since published as proposed

Summary: The adoption adds new courses and updates existing courses that are being moved to this subchapter in the civil engineering, engineering foundations, and mechanical and aerospace design programs of study to ensure the content of the courses remains current and supports relevant and meaningful programs of study.
