State Board for Educator Certification and EPP Governance

The  State Board for Educator Certification (SBEC) was created by the Texas Legislature in 1995 to recognize public school educators as professionals and grant educators the authority to govern the standards of their profession. The SBEC oversees all aspects of the preparation, certification, and standards of conduct of public school educators. 

EPP Governance All EPPs must follow the requirements of the Texas Administrative Code (TAC). These rules are developed by the SBEC and approved by the State Board of Education. The TEA Department of Educator Preparation, Certification, and Enforcement (EPCE) monitors and supports EPPs for quality. EPPs are responsible for implementing current rules, content, and best practices as they prepare future educators.

Reporting and Accountability

EPP staff must submit data to the TEA for the Accountability System for Educator Preparation Programs (ASEP) and to the U.S. Department of Education for the Title II Institution and Program Report Card (IPRC).

The ASEP data required by TAC Chapter 229 includes information about: 

  • The number of persons that apply to the EPP 

  • The numbers of candidates admitted, enrolled, and completing the EPP 

  • The GPA of candidates admitted to the EPP 

  • The certification fields candidates are pursuing 

  • The frequency and duration of field observations

The TEA produces a manual with information and instruction regarding ASEP reporting. Please reference the 2024-2025 Technical Manual, which is also found under the Forms and Documents section of this page.

The IPRC data required by the U.S. Department of Education includes information about: 

  • The number of candidates enrolled and completing the EPP 

  • Admission and exit requirements of the EPP 

  • The kinds of support the EPP provides to candidates 

  • The kinds of certifications candidates pursue with the EPP 

The contractors help collect Title II data - The IPRC vendor is Trewon, and the testing vendor is Pearson. For information on Title II data collection, contact the IPRC vendor, Trewon, at Title2@trewon.com. For information about reporting candidates to Pearson for pass rate calculation purposes, contact Pearson at es-titleii@pearson.com or visit Pearson's Texas Educator Certification Examination Program website. 

Data is generally reported according to the following schedule: 

  • September 15 – Submit required ASEP data to the TEA 

  • November – Submit required data to Pearson to calculate pass rates 

  • April 30 – Submit IPRC data to the U.S. Department of Education contractor 

  • June – Review IPRC data

Texas Teacher Residency, Effective Preparation Framework, & EPP Standards Support

Guidance for the Texas Teacher Residency Preparation Route Application   Policy Requirements: The Teacher Residency Preparation Route and The Enhanced Standard Certificate

On April 12, 2024, the SBOE approved the SBEC adopted 19 TAC Chapter 228: Requirements for Educator Preparation Programs, which includes the requirements for programs to offer a teacher residency preparation route. The SBOE also approved the SBEC adopted proposed revisions to 19 TAC Chapter 230: Educator Preparation and Certification which includes the amendment to 19 TAC §230.31 for the enhanced standard certificate to be issued to teacher candidates who have met all requirements of the teacher residency preparation route and other requirements specified in 19 TAC §230.39

All EPPs that seek to offer a teacher residency preparation route must apply and be approved by the SBEC. Once approved, a post-approval site visit will be conducted after the end of the first academic year in which the program reports residency completers [19 TAC §228.15(b)]. The implementation date of the revised Ch. 228 policy was September 1, 2024, and the SBEC began approving of EPPs in December 2024 at the SBEC meeting. 

The Texas Teacher Residency Route blends a rigorous full-year classroom experience for pre-service teachers while completing an SBEC-approved educator preparation program. Teacher residents learn how to teach while co-teaching alongside a highly trained and qualified host teacher in their community school district. The culmination of their preparation yields an Enhanced Standard Teacher Certificate to teach in the state of Texas.

Teacher residency programs continue to grow in the state of Texas. Many educator preparation programs (EPPs) across the state offer high-quality yearlong teacher residencies in partnership with local school districts and charters. In April 2024, the State Board of Education approved the State Board of Educator Certification (SBEC) adopted the Texas Teacher Residency Preparation Route (TTRPR). Currently, EPPs across the state are applying to offer this first-of-its-kind enhanced certification for teachers prepared through a yearlong residency. 

Prior to the adoption of the Texas Teacher Residency Preparation Route, TEA provided a list of Vetted Teacher Residency (VTR) programs. This list is still available to help identify which EPPs offer VTR programs while the TTRPR application process is ongoing. 

The Texas Teacher Residency Landscape Tool provides a snapshot of vetted programs’ key features, including their identified partnerships. The goal is to provide easily accessible information that supports prospective district and school partners, local community organizations, and community college partners  to understand local residency practices as they build talent pathway strategies. It has also been developed for prospective candidates to better understand local options for their teacher preparation pathway. 

Effective Preparation Framework Logo

The SBEC’s Effective Preparation Framework (EPF) aims to define the highest leveraged practices that effective Texas educator preparation programs strive to implement daily. The EPF has been developed in response to a desire from the SBEC and the field to define a Texas vision for high-quality educator preparation and support EPP continuous improvement. Since Spring 2021, TEA staff have collaborated with the SBEC and stakeholders to develop EPF 1.0, a framework that distinguishes effective preparation practices that yield improved outcomes for school children, future educators, local school districts, and EPPs.

Application Materials for EPPs

Individuals or entities seeking approval to become a new EPP, and approved EPPs seeking to add certificates or seeking approval for candidates to complete requirements out-of-state, must submit applications to the TEA. 

An individual or entity seeking to become an approved EPP must submit an application to TEA staff and pay a non-refundable application fee (fee information is provided in the Required Fees section). Payment of fees does not guarantee approval to operate. Final approval of a new EPP is made by the SBEC. 

TEA offers new applicant workshops annually to assist aspiring EPPs with the application process. At the workshop, TEA staff provide resources, detailed guidance, and application materials. The workshop is free, but a reservation is required. Please submit a Help Desk ticket for reservations and more information. A new EPP applicant may also visit the Texas Administrative Code (TAC) at 19 TAC §228.11 for more information about the required components of a new application, and 19 TAC §227§228, and §229 for specific details about the requirements. 

New EPP applicants may also prefer to become a Continuing Professional Education (CPE) Provider instead of becoming an EPP. Information and the CPE Provider Application are located on the Continuing Professional Education Information page. There is no fee required for becoming a CPE Provider. 

An EPP rated "accredited" by SBEC may apply to offer new certification fields, classes, or clinical teaching by submitting the appropriate documents to the TEA. The addition of new classes requires approval by the SBEC.  

Interested EPPs should complete the Application Request Form for SBEC-Approved EPPs to request applications for new certificates, certificate classes, amendments, alignment charts, and/or test frameworks.  

An Educator Preparation Program may amend its program. Reference the requirements to do so in 19 TAC §228.17(a)-(b). The EPP must submit notification of a proposed amendment in a letter signed by the EPP's legally authorized agent or representative that explains the amendment, details the rationale for changes, and includes documents relevant to the amendment.  Interested EPPs should complete and submit the Application Request Form for SBEC-Approved EPPs to request amendment materials.   

Application for Out-of-State or Out-of-Country Clinical Teaching, Practicum, or Field-Based Experience
An EPP may apply to the TEA for approval to offer clinical teaching, practicum, or field-based experience at a site outside the state of Texas or outside of the U.S. in schools recognized by the U.S. State Department of Overseas Schools. Reasons for an out-of-state or out-of-country placement include: 

(A) military assignment of candidate or spouse; 
(B) illness of candidate or family member for whom the candidate is the primary caretaker; 
(C) candidate becomes the primary caretaker for a family member residing out of country; or 
(D) candidate or spouse transfer of employment. 
Reference the requirements regarding an out-of-state or out-of-country placement  in 19 TAC §228.63(d) & (f)-(g). Interested EPPs should complete the form to request application materials. 

Field-based experiences (FBE), clinical teaching, internship, and practicum experiences at Department of Defense Activity (DoDEA) schools, wherever located, and all schools accredited by the Texas Private School Accreditation Commission (TEPSAC) do not require prior TEA approval. 

Interested EPPs should complete and submit the Application Request Form for SBEC-Approved EPPs to request out-of-state/out-of-country application materials. 

Required Fees:

The table below lists the required application fees for new EPPs and the required application fees for the addition of new certification fields and classes for currently approved EPPs. For more information about these application fees, reference 19 TAC §229.9. All application fees must be paid at the time of application submission. Payment of application fees does not guarantee approval of applications. Application fees are non-refundable. You will receive payment instructions with your application material.
