Highly Mobile and At Risk Student Programs
Purpose
The Highly Mobile and At-Risk (HMAR) Student Programs Unit, housed within the Office of Special Populations and Student Support (OSPSS) at the Texas Education Agency (TEA), is dedicated to increasing awareness, building capacity, and enhancing TEA’s supports, resources, and tools.
These efforts are designed to help Texas public schools effectively address the unique needs and statutory requirements of highly mobile and at-risk student populations. Ultimately, the HMAR Unit exists to improve the educational experiences and outcomes of all highly mobile and at-risk students across the state.
