School Governance
The commissioner of education has the authority to appoint a monitor, conservator, management team, or board of managers to oversee low-performing districts under the Texas Education Code (TEC §39A.002 and TEC §39A.004). Each of these appointments has a distinct role.
- Monitors report to the Texas Education Agency (TEA) on the activities of the board of trustees or the superintendent.
- Conservators oversee the operations of the district.
- A management team directs the operations of a district in areas of insufficient performance.
- A board of managers exercise the powers and duties of the board of trustees.
The Division of Sanction Monitoring is responsible for the recruiting, training, coaching and supporting individuals that will be considered for a commissioner appointment. If you are interested in applying for consideration to serve as a monitor, conservator, member of a management team, or board of manager, please see the Important Link section below for more information.
The commissioner will consider individuals who have successfully managed school districts in a program role or administrative leadership role for these appointments. The TEA will consider applications throughout the year but will make formal offers to join the pool of possible appointees in the spring of each year.
