COVID Emergency Release (CER) Instructional Materials

CER: Pilot Texas OER K–5 RLA

The K–5 Open Education Resource (OER) Reading Language Arts (RLA) CER V3 instructional materials are referred to as the Amplify Texas Elementary Literacy Program and were built on state standards and the Science of Reading, in tight alignment with structured literacy concepts taught in the Texas Reading Academies. The program was designed to meet 100% of the Texas Essential Knowledge and Skills (TEKS) in English Language Proficiency Standards (ELPS) in K–5 and is available to cover Spanish Language Arts Reading (SLAR) and English as a Second Language standards. The digital materials are considered OER, so they are free for use, reuse, or modification by any Texan.

TEA developed these materials as a contingency option during COVID-19 for school systems that chose to use them. Prior to publication, materials went through a rigorous third-party review based on an approved rubric, including feedback from Texas educators. However, they have not gone through the new Instructional Review and Approval (IMRA) process, so the materials are not considered high-quality instructional materials (HQIM). The CER programs, like Amplify Texas, were acquired as OER. OER is freely available to Texans in perpetuity; however, because of the program’s COVID-19 contingency release status and ongoing pilot execution and refinement, we acknowledge it may contain some errors.
