role="heading">The Effective Advising Framework (EAF) supports implementation of an individual student planning system within the context of a comprehensive school counseling program so that students’ academic, career, personal, and social developmental needs are met.  This grant project supports school districts who successfully completed all requirements of the 2021-2022 Effective Advising Planning Pilot in the implementation of strategically identified grade-level benchmarks for grades 5-12 with support provided by an Effective Advising Framework Implementation Coach (EAF Coach).  The EAF Coach will monitor and coach the district to support implementation aligned to the key practices of the Effective Advising Framework. The purpose of this grant is to support school actions for individual campuses. School Actions are a comprehensive and bold approach by ISDs to increase the number of students in top-rated schools and reduce the number of students in low-rated schools. By providing grant funds and technical assistance to support school actions for individual campuses, TEA supports school districts in adopting a broader continuous improvement strategy that annually evaluates school quality, parent demand, and neighborhood needs to take strategic actions that both improve schools and provide parents and families with the schools and programs they desire.

Career and Technical Education (CTE) and Work-Based Learning (WBL) programs are effective strategies to ensure that students have the opportunity, experience, and credentials to pursue meaningful careers after high school. Funding for this program is intended to provide support for districts to offer students greater access to career opportunities. This grant program directly aligns with the Texas Education Agency’s strategic plan that focuses on preparing every child for success in college and career, including careers in the military.

Career and Technical Education aligns Texas’s education goals with its diverse industry needs and opportunities; ensuring that all Texas high school students have access to high-quality career and education pathways to postsecondary success. Programs of study are course sequences that prepare students with the knowledge and skills necessary for success in their chosen career. These sequences embed relevant, real-world experiences and can culminate in a postsecondary credential. CTE programs of study emphasize earning industry-based credentials, participating in work-based learning activities, as well as learning about and demonstrating employability skills. Work-Based Learning opportunities provide students with real-world experiences they can use to transition directly into the workforce or can be building blocks toward postsecondary education.

Work-Based Learning is a proven instructional method and strategy for helping students of all ages and abilities to acquire and improve academic, technical, and employability skills. When implemented with fidelity, work-based learning leads to positive outcomes for students, training sponsors, schools, and communities. Student benefits include learning and developing employability skills in actual workplaces, smoother transitions from education into the workforce, and improved outcomes such as employment and postsecondary attendance. Training sponsor benefits include the creation of a pool of skilled and motivated employees, overall reduced training costs, and improved employee retention and morale. School benefits include making education more relevant and valuable for students, gaining access to workplace facilities, techniques, and technology, and promoting faculty interaction with the community. Community benefits include increasing the number of workplace-ready individuals who become economically productive members of society and improving the stability of the workforce and economy.

The Texas Education Agency will distribute grant funds to eligible applicants through a competitive application process. Awarded funds must be used as described by the General Appropriations Act, House Bill 1, Article IX, Section 18.114(c)(v) Contingency for HB 3.

The purpose of this grant is to allow districts or ESCs on behalf of districts to employ a dedicated staff member whose primary responsibility will be engagement, coordination, implementation, and documentation creation related to strategic compensation systems. This grant will also support districts with securing additional technical assistance around strategic compensation as needed. The goals for this grant includes the engagement of district stakeholders around options for strategic compensation, the adoption of strategic teacher compensation systems, based in salary and aligned with district priorities, the creation of public-facing human resources supports for strategic compensation, and incorporating sustainable salary and budget practices.

The purpose of the Early College High Schools (ECHS) model is to allow students least likely to attend college an opportunity receive both a high school diploma and either an associate degree or 60 credit hours toward a baccalaureate degree. The ECHS provides dual credit at no cost to historically underserved students, targeting those who are at-risk and/or economically disadvantaged. The ECHS offers rigorous instruction and accelerated courses and provides academic and social support services to help students succeed in college level coursework. The ECHS provides students with highly personalized attention which promotes improvement in college readiness. ECHS campuses partner with Texas institutions of higher education (IHEs) to reduce barriers to college access. The IHE partner(s) serve on the ECHS Leadership Team to provide support and provide guidance to the ECHS in curriculum development, resource acquisition, and student/community outreach. Together, the ECHS and IHE develop course equivalency crosswalks which lead to Level 1 and Level 2 certificates, associate degrees, and completion of the Texas Core Curriculum to provide stackable credentials as students advance on the academic pipeline.

The purpose of the Texas Science Technology Engineering and Mathematics (T-STEM) Planning Grant is to develop new T-STEM Academies in the College Career Readiness School Model (CCRSM) Network aligned to the T-STEM Blueprint and the Texas STEM Framework. The T-STEM Academy will provide students with technical, academic, and STEM fluency skills needed for a smooth transitional experience to postsecondary and the workforce. T-STEM Academies allow students the opportunity to earn a high school diploma with a STEM Endorsement while simultaneously earning industry certifications, level 1 or level 2 certificates, and/or an associate degree on or before graduation at no cost to the student.
