Virtual and Hybrid Programs
Schools offering full-time virtual or hybrid programs within an existing campus may operate without additional authorization from the agency, as long as fewer than 50% of the campus’ total student enrollment participates in these programs. To support successful implementation, districts and charter schools are encouraged to develop an approved instructional plan and establish clear policies that guide program delivery.
- A full-time virtual program is a fully online educational option where students receive instruction and content primarily through the internet. Learning is delivered either synchronously or asynchronously, with minimal or no in-person attendance required.
- A full-time hybrid program combines online and in-person instruction, with students attending in-person classes for less than 90% of their total instructional time. These programs offer flexible delivery methods, including courses that blend online and in-person formats, daily schedules that alternate between virtual and face-to-face learning, or other combinations that meet student needs.
School systems operating a full-time virtual and hybrid program must annually certify, via the Virtual Course List Form, that each virtual course complies with the course guidelines in Texas Education Code (TEC), Chapter 30B. For the 2025–2026 school year, fall courses were due September 30, and spring and summer courses were due December 15. If you missed a deadline, please reach out to our team for assistance.
