ESSA Program Monitoring Validations

The Federal Program Compliance Division administers a program monitoring validations (PMV) process for ensuring that LEAs are in compliance with the requirements associated with the following ESSA programs/requirements.

  • Title I, Part A—Improving Basic Programs
  • Title I, Part C—Education of Migratory Children
  • Title I, Part D, Subpart 2—Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At-Risk
  • Title II, Part A—Supporting Effective Instruction
  • Title IV, Part A—Student Support and Academic Enrichment Grants
  • Private School Equitable Services (PNP)

The Federal Program Compliance Division provided an overview of the 2024-2025 Program Monitoring Validations Process on November 8, 2024.

Training Description: The TEA Federal Program Compliance Division will provide information related to the LEA programmatic monitoring process the Division will use in 2024-2025.  Participants will learn about the parameters for LEA selection, the programs included in the monitoring process, and the requirements selected for documentation review.  Resources will be shared, and time will be allotted for questions.

Note: LEAs were selected to provide documentation for only one of the program requirements noted per program required. If your LEA was selected to participate in the program monitoring validations process, please be sure to access the resources for the program(s) and corresponding program requirement(s) that your LEA was selected to submit documentation.

Documenting overall compliance for a program requirement may require several forms of documentation to be maintained locally and available upon request by TEA and/or an auditor. To ensure overall compliance with program requirements, LEAs should refer to the Program Guide and/or other program-related resources that reference the multiple forms of documentation required to be maintained locally. The documentation requested for submission during the random validation process may not include all forms of documentation that are required to be maintained locally.
