Substitutions and Content Updates
Publishers who need to make substitutions or content updates to previously state-adopted or State Board of Education (SBOE)-approved instructional materials must submit a written request to TEA with a Help Desk Ticket.

Substitutions
Substitutions are substantial changes in the instructional material that would require a new edition and a new ISBN as part of a re-release. For a substitution request, submit a Help Desk Ticket to request the required forms. Be prepared to supply:
- an explanation of the reason for the substitution;
- electronic access to the proposed new edition; and
- updated correlations to the TEKS or TPG and ELPS.
Please note that proposed substitutions must be posted to the website for public review for a minimum of 60 days prior to approval (19 TAC §66.76).
Content Updates
Content updates are less substantial changes or edits to the instructional material that would not require a new edition or new ISBN. For content updates, please consider the following before submitting a Help Desk Ticket:
- All updates that involve content used to determine TEKS, TPG, or ELPS coverage must be approved by the SBOE prior to their introduction into the material.
- All updates that do not involve content used to determine TEKS, TPG, or ELPS coverage must be approved by TEA.
- Without prior TEA approval, publishers may, at any time, make changes that do not affect the content or change the technical requirements, such as technical enhancements or improvements. Technical enhancements may not change any text or images in the instructional materials.
When submitting your help desk ticket, please indicate whether you are requesting to update content that was used to determine TEKS, TPG, or ELPS coverage. Update requests must be posted to the website for public review for a minimum of seven days prior to approval (19 TAC §66.75).
IMRA-Approved Instructional Materials
Substitutions
Substitutions are substantial changes in the instructional material that would require a new edition and a new ISBN as part of a re-release. For a substitution request, submit a Help Desk Ticket to request the required forms. Be prepared to supply:
- an explanation of the reason for the update;
- electronic access to the proposed new edition;
- updated correlations to TEKS or TPG and ELPS; and
- identification of proposed changes to content that was cited as evidence of alignment to the quality or suitability rubric.
Please note that proposed substitutions are posted to the website for public review for a minimum of 60 days prior to approval (19 TAC §67.39) and may be required to undergo an IMRA review.
Content Updates
Content updates are any changes or edits to the instructional material that would not require a new edition or new ISBN. All content updates for IMRA-approved instructional materials must be approved by the SBOE. Depending on the extent of the updates, the materials may be required to undergo an IMRA review.
Please note that proposed updates are posted to the website for public review for a minimum of 30 days prior to approval (19 TAC §67.41).
Public Review and Feedback
The SBOE requires that all proposed substitutions and content updates to approved materials be made available for public review and comment before approval.
To comment on any proposed changes, please submit a Public Comment Submission Form. Please note that copies of written comments will be provided to the SBOE and posted on the TEA website.
