Overview

TEA is pleased to announce that Parent Access to Supplemental Supports (PASS) applications, established under House Bill 2 in the 89th Legislature, are now open. PASS accounts are available for students who received a score of “Did Not Meet Grade Level" on the grade 3 Reading Language Arts (RLA) STAAR assessment beginning in spring 2026.

Through PASS, eligible families receive a $400 account to purchase literacy tutoring services from TEA-approved providers, including brick-and-mortar tutors, virtual tutors, or approved educators like TIA-designated teachers or Certified Academic Language Therapists.

Parents can apply today by creating an account on the PASS website. School systems are required to notify families of eligible students about this opportunity, and TEA has made several resources available to support outreach.

Why PASS?

Third grade reading performance is a key predictor of future academic success, including later assessment performance, academic progression, and college enrollment. Students who struggle with reading in early grades often face increasing academic challenges as coursework becomes more rigorous. High-impact tutoring, including the services supported by PASS, is one of the most effective interventions available to accelerate student learning.

Next Steps for School Systems

School systems should:

  1. Identify eligible students using local assessment data. Authorized district personnel may access the PASS Portal through TEAL, request access to “Parent Access to Supplemental Supports,” and select “LEA User” to:
    1. Search for individual students and see application history.
    2. Export a file of students that have applied and received a PASS account.
      1. Note: District Testing Coordinators may be common leaders of this work. 
  2. Share application information with eligible parents using the sample resources available on the PASS webpage, including:
    1. An easy-to-read PASS one-pager for parents
    2. A ready-to-print (or send) set of handouts and flyers
    3. Sample messages for parent newsletters, social media, or other messaging platforms
  3. Encourage eligible families to apply and monitor participation through the PASS Portal.

A few notes: 

  • The group of students eligible for PASS will expand in 2027–2028 to include those who do not meet the standard on two consecutive K-3 Early Literacy Assessments required under TEC 28.0064.
  • PASS supplements do not replace district accelerated instruction requirements under Texas Law.
  • LEAs are encouraged to recommend potential tutors – including TIA-designated teachers or local tutoring centers – to apply to become approved PASS tutors.
