Overview
The purpose of this communication is to provide information regarding requirements under Texas Education Code (TEC) Chapters 39 and 39A for campuses that received a D or F rating in 2026 state accountability ratings. Additionally, this communication provides information regarding campuses identified for support under the Every Student Succeeds Act (ESSA).
Campus rating information and unacceptable counts will be available on August 14, 2026 on the 2026 Accountability Rating System webpage and TXschools.gov. Questions related to the methodology for state or federal identifications may be directed to the TEA Performance Reporting Division via the Performance Reporting Help Desk.
The Division of School Improvement will send individual correspondence to each school system with school improvement intervention requirements with specific required actions in August 2026.
Turnaround Plan Requirements for Multiple Consecutive Unacceptable Ratings under State Accountability
Campuses that received a second consecutive unacceptable rating with the preliminary 2026 A-F accountability ratings are required by state law to develop and implement a board-approved campus turnaround plan and submit it to the agency no later than November 20, 2026, for approval.
The agency will send separate correspondence to school systems impacted by state-law turnaround plan requirements with more information in late August 2026.
Targeted Improvement Plan Requirements for a First Unacceptable Rating under State Accountability
Campuses that received a first unacceptable count with the preliminary 2026 A-F accountability ratings are required by state law to develop, submit, and implement a board-approved Targeted Improvement Plan (TIP) to the agency no later than November 20, 2026.
Local Improvement Plan Requirements for Overall D Campuses
If a campus received a first or second overall D rating following an acceptable rating, the campus is required to develop and implement a board-approved Local Improvement Plan no later than November 20, 2026. This plan is not submitted to the agency and is maintained locally.
Federal Accountability Intervention Requirements
Under federal accountability laws, campuses that meet certain criteria must be identified for Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), or Additional Targeted Support (ATS). The methodology for these identifications is detailed in the state’s ESSA consolidated plan and summarized in the 2026 Accountability Rating System Manual (Chapter 10). The School Improvement (SI) federal identification lists will be publicly available on the 2026 Accountability System webpage on August 14, 2026, in compliance with federal mandates.
Comprehensive Support and Improvement (CSI) campuses are required to develop and submit a board-approved Targeted Improvement Plan to the agency no later than November 20, 2026. Campuses that are re-identified as CSI more than once since the original identification are required to submit a board-approved campus turnaround plan to the agency no later than November 20, 2026.
Campuses identified for Targeted Support and Improvement (TSI) and Additional Targeted Support (ATS) are required to develop and implement a board-approved Local Improvement Plan (LIP) no later than November 20, 2026. School systems may be required to submit these plans to the agency upon request.
