Title II, Part A — Supporting Effective Instruction
The purpose of Title II, Part A is to increase student achievement consistent with the challenging State academic standards; improve the quality and effectiveness of teachers, principals, and other school leaders; increase the number of effective teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; and provide low-income and minority students greater access to effective teachers, principals, and other school leaders. The intent of the funding is to support educators in their work to improve the overall quality of instruction and ensure equity of educational opportunity for all students.
The Texas Equity Plan and Texas Equity Toolkit is administered in the Division of Educator Support.
Title II, Part A — Education Service Center (ESC) Contacts
Through the ESSA Basic Services Initiative, TEA has provided each Education Service Center (ESC) with Title II, Part A funds to provide the following to LEAs:
- Training for Federal Program Directors in the Fall and the Spring and provide training on the following topics:
- Stakeholders specified in statute
- Consultation
- Coordination
- Prioritization of funds
- System of professional growth and improvement
- Private nonprofit school participation
- Use of Funds
- Provide support for completion and submission of the annual ESSA Consolidated Grant Application for federal funding;
- Provide support for Completing the ESSA-Title II, Part A Compliance Report (PR3000 and the Title II, Part A-related section of PR3099);
- Provide Guidance on Section 8501 equitable services to private nonprofit schools;
- Provide support for Campuses selected for validation (for all selected validations) prior to the submission due date. If applicable, provide technical assistance in the deficient areas and needed improvement after the LEA receives the validation results; and
- Provide support for LEAs reporting “Not in Compliance” on LEA ESSA Consolidated Compliance Reports (PR3000 and the Title II, Part A-related section of PR3099).
