The Texas Education Agency (TEA) invites high school principals to nominate exceptional students for consideration in the following prestigious national recognition programs:

United States Presidential Scholars Program

High school principals are encouraged to identify outstanding students who will graduate between January and August 2027 and nominate them for consideration for the United States Presidential Scholars Program (USPSP). Each high school may submit:

  • One general program nominee
  • One career and technical education (CTE) nominee
  • One arts nominee (new for 2026–2027)

For the general program, the commissioner of education will nominate 10 male and 10 female students from Texas to apply for recognition as U.S. Presidential Scholars. In addition, the commissioner will nominate five CTE students and five arts students for consideration. 

Background

Established in 1964, the U.S. Presidential Scholars Program recognizes graduating high school seniors for academic achievement, leadership, service, and promise for future success. In 1979, the program expanded to recognize students who demonstrate outstanding talent in the visual, creative, and performing arts. In 2015, the program expanded to recognize students who demonstrate achievement in career and technical education fields. 

Students selected as U.S. Presidential Scholars are chosen by the Commission on Presidential Scholars and are honored at a national recognition ceremony. Scholars receive a Presidential Scholars Medallion and participate in activities and discussions focused on issues of national and global importance.

United States Senate Youth Program

High school principals are invited to nominate one outstanding junior or senior student to apply for the United States Senate Youth Program (USSYP).

Applications submitted by nominated students will be reviewed by a state selection committee administered by the Texas Association of Secondary School Principals. Texas will select two student delegates and two alternates to represent the state at Washington Week, held March 6–13, 2027, in Washington, D.C.

During Washington Week, delegates hear from U.S. senators, cabinet members, military leaders, federal officials, and other public servants. Participants also have opportunities to meet with the president of the United States and a justice of the U.S. Supreme Court.

The Hearst Foundations sponsors the program and covers all Washington Week expenses, including transportation, lodging, and meals. Each delegate also receives a $12,500 undergraduate college scholarship and is encouraged to pursue a career in public service.
