The Compliance Integrity Unit, within the Department of Grant Compliance and Administration, is responsible for conducting validations to ensure program compliance for school systems receiving federal funding for Title II-Part A and Title III-Part A for the current academic year.
Overview of Supplement, Not Supplant (SNS) Validation Process
School systems are selected to provide documentation for only one of the required validation processes. Previously selected school systems will be omitted from the group selection for the current year.
The Compliance Integrity Unit staff will communicate and discuss the specific documentation required for compliance review and what is submitted by the school systems for evaluation. School systems should maintain local documentation throughout the school year to validate and verify expenditures for activities funded through Title II-Part A and Title III-Part A.

Title III, Part A of the Elementary and Secondary Education Act (ESEA), as reauthorized under the Every Student Succeeds Act (ESSA), aims to ensure that English learners (ELs) and immigrant students attain English proficiency and develop high levels of academic achievement in English. - The program provides funding to state educational agencies (SEAs) and local educational agencies (LEAs) to support educator effectiveness through professional development, recruitment, retention, leadership development, and other evidence-based strategies.
- Title II, Part A also promotes equitable access to effective educators, particularly for low-income and minority students, and supports efforts to ensure all students have access to high-quality instruction aligned with challenging state academic standards.

- The program provides funding to help districts and schools strengthen language instruction educational programs, support effective teaching strategies, and promote meaningful engagement with families and communities to ensure student success.
- Title III will also assist all English learners to meet the same challenging State academic standards that all children are expected to meet.
